Job Description

Duties

The primary purpose of this position is: To serve as the principal program manager and point of contact for the Air National Guard Office of Functional Area Management Oversight (OFAMO), Unit Type Code (UTC) assignment and posturing, and Deliberate and Crisis Action Planning and Execution Segment (DCAPES) system. OFAMO manages the appointment, identification, and training of ANG appointed FAMs.

DUTIES
  • Plans, organizes, and directs the activities of the OFAMO Section to support Combat Air Forces (CAF), Mobility Air Forces (MAF), and Agile Combat Support (ACS) requirement determination, process improvement, resource management, and other OFAMO related projects.
  • Office of Functional Area Management Oversight (OFAMO).
  • Manages and implements the ANG UTC Program.
  • Represents NGB/A2/3/6/10X to Air Force and DoD agencies and leadership, other Federal Government entities, and industry organizations.
  • Manages special OFAMO projects by identifying opportunities, coordinating and obtaining approval for project planning, scheduling OFAMO team resources, evaluating data, and presenting briefings.

Qualifications

  • Experience with Joint Operational Planning and Execution System (JOPES) / Deliberate and Crisis Action Planning and Execution Segment (DCAPES ) is essential to accomplishment of the duties of this position. Knowledge of Joint Capabilities Requirements Management (JCRM) process is highly desired.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Categ01y II/Type 5 (Code "O").

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and/or quantitative methods for applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of OPLANs, WMP, and Plans program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, exercise, mission and flying operations, deployment, or similar operations. Evaluates MAJCOM and Air Staff responses to plans and studies; knowledge in the functionality of JOPES/DCAPES and Joint Capabilities Requirements Management (JCRM) as well as the Chairman, Joint Chiefs of Staff (CJCS) instructions that support these systems; knowledge of military command structure, missions, programs, Air Force goals and objectives, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events and the Plans process.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of MAJCOM level plans and programs for conducting Deliberate and Crisis Action Planning and Execution Segment (DCAPES). Knowledge of Air Force deliberate and contingency planning processes; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of thevarious command entities involved in overall planning and execution of military operations and evaluations.
  • Expert knowledge of Global Force Management process to include Combatant Commander Operation Plan (OPLAN) sourcing to include adaptive planning and the joint operational planning and execution system (JOPES) processes as they apply to operations planning and execution. Skill in designing and conducting comprehensive force management analysis and preparing solutions to resolve critical and substantive problems and issues of mission effectiveness and efficiency. Issues are immediate or long-term in nature and generally involve mission planning and execution.
  • Ability to plan, organize, and negotiate effectively with senior analysts, military officers and management to accept and implement recommendations, where proposals involve critical and substantial resources, and require extensive changes in established concepts and procedures.
  • Ability to interpret and deconflict frequently conflicting guidance from multiple sources; transforming it into clear, concise and easily understood guidance. Must analyze multi-faceted, complex situations, develop courses of action for execution with impacts, and implement directed actions upon approval.
  • Ability to draw together diverse concepts; communicate effectively, both orally and in writing; negotiate and mediate complex issues; and maintain good working relationships. Detailed knowledge of Joint and Air Force doctrine, adaptive and crisis action planning and operational concepts.
  • Ability to lead planning teams; originate new ideas, projects, and methodologies; and execute projects within established time constraints.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
