Position Summary
BDR Solutions is seeking Application Modernization Engineers for two parallel CAS modernization streams. E-CLAS modernize legacy command-code APIs to Java Spring Boot microservices on OpenShift ECP.

The salary compensation range for this position is $145,000 - $185,000. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.
In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.

Position Summary
BDR Solutions is seeking Application Modernization Engineers for two parallel CAS modernization streams. E-CLAS modernize legacy command-code APIs to Java Spring Boot microservices on OpenShift ECP.
Key Responsibilities
- Decompose legacy command-code Java services into Java Spring Boot microservices on OpenShift ECP in Government-approved waves; produce API specifications, interface documentation, legacy-to-target traceability matrices, and deployment-ready packages
- Preserve backward compatibility for 25+ existing E-CLAS consumers during migration; validate connectivity, regression, and performance for each migrated service wave
- Develop and execute CIS migration waves from IBM web Methods ESB/BRE/BRMG to Java microservices with equivalent routing, policies, authentication, transformation, and logging
- Produce migration wave packages: API inventory/classification, wave plan, test evidence, rollback procedures, dual-run validation, and Government acceptance documentation
- Support dual-run operations during coexistence period; monitor defects, routing validation, and rollback readiness
- Update runbooks and configuration documentation after each approved wave; produce wave packages and release evidence per the Deliverables schedule
Required Qualifications
- 4+ years Java/Spring Boot development and refactoring; microservices architecture; OpenShift or Kubernetes deployment
- Legacy application modernization: service decomposition, wave-based migration planning, interface compatibility preservation
- Federal IT release governance: change management, deployment approvals, release evidence documentation
- Technical documentation: API specs (OpenAPI/Swagger), data mapping, traceability matrices, runbooks
- CIS track specifically: IBM web Methods ESB/BRE/BRMG experience required - migration source stack knowledge is essential; direct IRS D&PE/CIS/TCS program experience strongly preferred
- Active IRS Minimum Background Investigation (MBI) required
Preferred Qualifications
- IRS CADE2, BTA, or legacy Java modernization experience; AI-enabled code migration tools
- IBM web Methods certifications; active MBI from IRS D&PE CIS/TCS/PBBA program
- Spring Boot, Spring Cloud, or OpenShift certifications
