We are seeking an experienced OCONUS Program Manager to lead our client's operations in Saudi Arabia. This role involves coordinating with the CONUS Program Management Office (PMO) to oversee all international phases of program operations in the End User's country.

Key Responsibilities:
- Program Office Establishment: Set up and manage the local Program Office in Saudi Arabia, ensuring compliance with local laws and regulations.
- Standard Operating Procedures: Develop and implement standard operating procedures (SOPs) tailored to the local context.
- Staff Management: Recruit, train, and supervise local support staff to ensure delivery of high-quality programs.
- Stakeholder Engagement: Build and maintain strong relationships with End User customers to ensure their needs and expectations are met.
- Subcontractor Oversight: Monitor and manage in-country subcontractors to ensure timely and budget-compliant project execution.
- Project Management: Oversee all aspects of program management from inception to closeout, ensuring adherence to contract performance requirements, timelines, and budgets.
- Documentation Management: Generate and maintain all OCONUS program documents, including budgets, spend plans, Statements of Work, Work Breakdown Structures, and schedules.
- Risk Identification: Identify potential program risks and collaborate with CONUS PMO to develop effective solutions.
- Primary Point of Contact: Act as the main liaison between the CONUS PMO and in-country partners, ensuring seamless communication and collaboration.
- Customer Acceptance: Facilitate the acceptance of deliverable products and services by the End User.
- Financial Management: Utilize Earned Value Management Systems (EVMS) to track and manage in-country labor, material, travel, and other direct costs.
- Business Development: Collaborate with TCOM Business Development to identify new opportunities and expand product offerings to both new and existing customers in the region, including proposal development and contract negotiations.
Qualifications:
- Education: Bachelor's degree in a technical or Business Management discipline; advanced degree and/or PMP certification preferred.
- Experience: Minimum of 15 years in program management, including at least 10 years of overseas assignments, particularly in the defense/aerospace industry. Experience with commercial and/or Foreign Military Sale (FMS) contracts in foreign nations is essential.
- Security Clearance: Must have an active U.S. DoD security clearance (Secret) and reside internationally.
- Skills: Exceptional verbal and written communication, strong analytical abilities, and the ability to manage multiple deadlines under pressure. Proficiency in foreign languages, particularly Arabic, is preferred.
