Job Description
As a Senior Technical Program Manager for Digital Engineering Applications with MTSI, you will be responsible for serving as the technical leader and expert in modern software development practices in addition to providing project management expertise necessary to lead cradle-to-grave software-centric acquisition efforts in support of the Air Force Rapid Sustainment Office's (RSO) Digital Architectures and Capabilities (DAC) branch.
The RSO leverages new/emerging, mature, and disruptive technologies to dramatically improve USAF readiness. It collaborates with industry, academia, and other government agencies to push the bounds of innovation and generate concepts that solve problems at the speed of user need. DAC employs artificial intelligence (AI)/Machine Learning (ML) to optimize fleet maintenance and predict/prevent aircraft failure; it leverages digital technologies to identify supply chain challenges, enable development of advanced manufacturing/repair, and unlock decision advantages and efficiencies through the digitalization of maintenance and sustainment processes.
This position will be located in the Beavercreek, Ohio area.
Responsibilities:
Your essential job functions will include but may not be limited to:
• Initiating & Planning (Capability Roadmaps & Strategy)
o Strategic Alignment: Design and maintain strategic capability roadmaps that align software and digital product evolution with the RSO Charter's mission to improve readiness, reduce lifecycle costs, and accelerate logistics and sustainment technologies
o Business Acumen & Risk Management: Evaluate business execution risks and return on investment (ROI) of emerging technologies; apply an entrepreneurial mindset to challenge traditional approaches and identify opportunities for technology insertion
o Technical Requirements & Systems Engineering: Lead the translation of complex operational requirements from the sustainment enterprise (depots, field maintenance, supply chain) into actionable technical specifications for software and systems engineering teams
• Executing (Acquisition, Software Fielding, & Evaluation)
o Technical Fielding: Lead end-to-end development, integration, and deployment of software-centric products; oversee agile development cycles, ensuring technical solutions for digital ecosystems meet operational readiness standards
o Acquisition & Program Management: Draft comprehensive Statements of Work (SOW), Performance Work Statements (PWS), and acquisition strategies utilizing rapid contracting processes (e.g., IDIQs, BAAs, CSOs, OTAs)
o Test & Evaluation Support: Establish clear software product test requirements and actively assist in the planning, coordination, and execution of software-centric test and evaluation (T&E) activities to ensure final products meet functional and security standards
o Technical Evaluations: Conduct rigorous technical and programmatic evaluations of vendor proposals, technical white papers, and engineering deliverables
• Monitoring & Controlling (Performance and Stakeholder Management)
o Program Control: Guide projects through schedule, scope, and budget baselines in accordance with industry-standard project management principles
o Stakeholder Communication: Serve as the liaison between engineering teams, RSO leadership, contracting officers, and end-users; facilitate technical interchange meetings and quarterly program reviews; deliver executive-level briefings, as required
• Closing (Transition & Sustainment)
o Operational Transition: Ensure the successful bed-down of mature technologies across the enterprise, determining long-term management strategies, configuration control, and integrated product support elements
Qualifications Required:
• 10+ years' of combined engineering/project management experience leading the development and delivery of software products in an Agile/DevSecOps environment.
• Direct experience with modern IT infrastructure, cloud platforms, and/or CI/CD pipelines
• Experience with Department of War acquisition processes and familiarity with FAR/DFARS
• U.S. citizenship
Education:
• Master's degree in computer science, software engineering, or related technical field or an MBA with a bachelor's degree in computer science, software engineering, or related technical field
• A bachelor's degree in computer science, software engineering, or related technical field and 18+ years of combined relevant software and project management experience may be substituted for a master's degree
Even better if you have these desired skills:
• 5+ years of experience in an Air Force or sister service acquisitions program office
• Experience with model-based systems engineering products and processes, government reference architectures and models, Unified Modeling Language (UML), Systems Modeling Language (SysML), and Unified Architecture Framework (UAF)
• Experience developing, fielding, and utilizing cloud-hosted software
• Experience developing software for Denied, Disrupted, Intermittent, and Limited environments
• Experience with Authorization to Operate (ATO), Authorization to Connect, (ATC), and Risk Management Framework (RMF) for software programs
• Experience with configuration management and change control board processes on software programs
• Professional certifications in project and/or software management (e.g., PMP, PMI-ACP, CSPO, PSPO, CSM, PSM, etc.)
Clearance Requirements:
• Must possess an active DoD Secret Clearance with the ability to obtain and maintain a Top Secret clearance
