Job Description
The Capture Manager leads the full capture lifecycle for strategic, complex, and high-value opportunities. This role is responsible for developing capture plans, shaping opportunities, assessing customer requirements, conducting competitive analysis, driving solution development, and coordinating cross-functional teams. The Capture Manager ensures the organization is positioned to win major pursuits, including programs across the Department of Defense (DoD) and Department of the Navy (DoN).
Key Responsibilities
• Lead end-to-end capture efforts for large, complex, or strategic opportunities.
• Develop and implement capture strategies, win themes, discriminators, and compelling value propositions.
• Conduct customer engagement and build strong relationships with key DoD and DoN stakeholders.
• Drive solution development in collaboration with technical, pricing, operations, and proposal teams.
• Lead competitive analysis, Black Hat/Red Team activities, assessments, and gap closure strategies.
• Develop and maintain comprehensive capture plans, schedules, and resource allocation strategies.
• Manage capture budgets and support internal governance, readiness reviews, and gate approvals.
• Present capture strategies, progress updates, and recommendations to senior leadership.
Required Qualifications
• 7–10+ years of experience in business development, capture management, or related roles.
• Demonstrated success capturing major programs valued at $50M+.
• Experience using Salesforce or similar CRM systems to manage complex capture pipelines and BD processes.
• Ability to lead and manage multiple captures simultaneously while maintaining quality and strategic focus.
• Experience leading pursuits within DoD and DoN, with understanding of service-specific acquisition environments.
• Strong knowledge of federal acquisition processes (FAR/DFARS).
• Excellent communication, leadership, and strategic thinking skills.
• Ability to work independently in a remote environment and manage multiple simultaneous pursuits.
• Ability to travel for customer meetings, internal sessions, and capture milestones.
• Technical and domain expertise in areas relevant to the company’s offerings, such as IT Service Management (ITSM), cloud services and modernization, enterprise service desk operations, infrastructure support, and related IT modernization capabilities
Preferred Qualifications
• Experience working with service-specific commands, PAEs, PEOs, and program offices within DoD and DoN.

Preferred Certifications:
- Shipley Capture Management certification
- Association of Proposal Management Professionals (APMP) Practitioner or Professional certification
- Defense Acquisition University (DAU) coursework or DAWIA-related training
- Project Management Professional (PMP) certification

The anticipated salary range for this role is $175,000 to $220,000 annually. The anticipated salary range for this position is provided in accordance with applicable pay transparency laws. The final starting salary will be determined based on a variety of job-related factors, including the selected candidate's qualifications, skills, relevant experience, education, certifications, and work location (where applicable), as well as internal equity and market considerations.
