The United States Space Force (USSF) Space Based Sensing and Targeting (SBST) Portfolio Acquisition Executive (PAE) within the Airborne Moving Target Indicator (AMTI) Program Office in Chantilly, VA is searching for a Deputy Senior Program Manager (NH-1101-04, GS 14/15 equivalent).
Description:
As a Deputy Senior Program Manager, you are a recognized expert and principal integrator for the Air Mobility Moving Target Indication (AMTI) program, driving innovative program development and delivering authoritative results that shape critical battlespace awareness capabilities. Dedicating the majority of your time to direct acquisition support, you expertly orchestrate matrixed functional teams-spanning Financial Management, Contracting, and S1-by translating highly complex, multi-disciplinary engineering milestones and sensor integration requirements into actionable programmatic baselines. Beyond technical and programmatic integration, you exercise vital supervisory leadership, dedicating a significant portion of your focus to directing, evaluating, and mentoring a high-performing workforce. By setting strategic priorities, resolving complex personnel matters, driving continuous quality improvements, and championing targeted employee development, you ensure all functional disciplines move in lockstep to overcome complex challenges and fulfill overarching program objectives.
The ideal candidate is a seasoned, highly decisive leader with an extensive background driving the research, development, testing, engineering, and acquisition of complex space systems. We are seeking a proven decision-maker equipped with substantial experience directing day-to-day program execution and providing strategic guidance to subordinate managers across program management, engineering, contract management, and financial management. This role demands an expert capable of orchestrating and mentoring a diverse, multi-disciplinary workforce of military, civilian, and contractor personnel to ensure the seamless execution of assigned responsibilities and the successful delivery of advanced space capabilities.
Key Skills and Abilities:Mastery of Advanced Acquisition Management: Mastery of DoD acquisition principles, policies, and rapid capability delivery authorities (e.g., MTA, OTA) necessary to lead complex, system-of-systems space and sensor programs. Cross-Functional Integration & Leadership: Ability to lead matrixed teams and synchronize complex technical, financial, and contracting requirements to ensure seamless execution across diverse functional disciplines. Strategic Planning & Execution: Skill in translating high-level operational needs (e.g., AMTI/TacSRT requirements) into executable acquisition strategies, integrated master schedules, and concrete programmatic milestones. Proactive Risk Management: Knowledge of comprehensive risk management frameworks to identify emerging cost, schedule, and technical risks, and the ability to formulate rapid, effective mitigation strategies. Financial & Contractual Oversight: Knowledge of DoD financial management (PPBE) and federal contracting processes to effectively collaborate with FM and Contracting professionals in overseeing program budgets, spend plans, and task order execution. Human Capital & Workforce Management: Ability to build, mentor, and manage a high-performing, multi-disciplinary workforce, including collaborating with S1 to navigate civilian personnel systems like AcqDemo. Executive Communication & Negotiation: Exceptional oral and written communication skills to articulate complex programmatic data, negotiate resource allocations, and brief senior PAE and Space Force executives.

- U.S. Citizenship Required
- Must be able to obtain and maintain a Top-Secret security clearance with eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in SAP to fully perform the duties and responsibilities of the position.
- A non-disclosure must be signed.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This is a Critical Acquisition Position (CAP).
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
- Subject to Temporary Duty Assignment (TDY): Approximately 45 days per year.
- Incentive is authorized.
