Job Description

Duties

  • Serve as an Electronic Warfare (EW) Planner and Analyst within the Joint Electromagnetic Spectrum Operations Cell (JEMSOC).
  • Coordinate the synchronized integration and employment of Electronic Attack (EA), Electronic Warfare Support Support (ES), and Electronic Protection (EP) into current USSOUTHCOM operations in the AOR (area of responsibility).
  • Ensure compliance with legal and regulatory requirements to meet combatant command theater needs.
  • Monitor current EW assignment(s) and utilization.
  • Evaluate the impact of changes in regulatory and legislative requirements regarding long-range Electronic Warfare program goals.
  • Define dynamic and enduring requirements for EW training and materiel in accordance with Requests For Forces (RFF) and long-range strategic planning.
  • Respond to Requests For Information (RFI) within the scope of EW capabilities and proper asset allocation.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This is an Emergency Essential (E-E) position. E-E is used to identify an incumbent of an overseas position or a position which could be sent overseas during a crisis situation.
  • The position ensures success of combat operations or supports essential combat systems after a mobilization, evacuation order, or other military crisis.
  • This position meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
  • The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
  • During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority.
  • The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • Temporary duty travel (TDY) is required up to 25% of the time. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours.
  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
  • The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: SC441: SC Planning, Oversight and Execution Management (AOC).
  • Basic Level --1 year (Basic); 3 years (Intermediate); or 5 years (Advanced); and --Complete certification-related continuous learning requirements IAW the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
  • The ability to exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology is highly desired.
  • Incumbent may be required to attend the Joint Forces Staff College or a similar organization to accomplish additional training.
  • Incumbent may be required to attend continuous training from the Defense Information Systems Agency (DISA) Joint Spectrum Center (JSC) (e.g., training concerning Spectrum Tools, Direction Finding Techniques, Spectrum Management…etc.)
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Specialized Experience: One year of specialized experience which includes 1). Assess productivity of program operations to resolve issues regarding EW (Electronic Warfare); 2). Collaborate with agencies regarding developmental studies which envision EW platforms to counter future enemy threats; and 3). Provide EW training to personnel as required in preparation to execute organizational missions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
