Position Description:
CGI Federal is seeking a Operations Research Analyst (Intermediate) to perform complex analytical assessments using advanced mathematical, statistical, and computational methods to support decision-making across a Next Generation Command and Control (NGC2) program for the US Army. This role helps government and program leaders investigate complex problems, evaluate alternatives, optimize processes, and improve operational effectiveness. The analyst may lead small teams, brief senior government clients, and work independently on challenging analytical tasks with significant program impact. This position is ideal for someone who excels in quantitative problem-solving and enjoys delivering actionable insights in a dynamic Defense environment.
This position is located in Aberdeen, MD.
Your future duties and responsibilities:
Advanced Analytical Modeling & Assessment
. Perform complex analyses using operations research, mathematical modeling, simulation, and data analytics
. Investigate complex technical or operational issues and provide structured, data-driven recommendations
. Use statistical, optimization, and decision-science tools to support program leadership decisions
Problem Identification & Solution Development
. Identify root causes of program challenges and develop feasible, cost-effective solutions
. Evaluate alternatives and recommend optimal courses of action using quantitative techniques
. Support scenario analysis, risk evaluations, and performance trade studies
Systems & Process Evaluation
. Study processes, workflows, and systems to identify improvement opportunities
. Analyze the impact of new concepts, modernization initiatives, or operational changes
. Support modeling of system behavior, resource usage, and performance metrics
Communication & Customer Engagement
. Prepare technical briefings, reports, and decision products for government/client personnel
. Communicate findings clearly to both technical and non-technical stakeholders
. Participate in meetings, IPTs, and cross-functional analytical reviews
Technical Leadership & Team Coordination
. May lead or supervise small teams of operations analysts conducting analytical tasks
. Provide analytical guidance and mentorship to junior analysts
. Ensure analytical tasks meet quality, rigor, and documentation standards
Required qualifications to be successful in this role:
Education
. MA/MS/MBA from an accredited college or university in Operations Research, Management Science, Analytics, Mathematics, Engineering, Computer Science, or other quantitative/technical field
. Substitutions allowed:
- Six additional years of experience plus a BA/BS may substitute for the degree requirement
- Ten years of relevant experience may substitute for the degree entirely
Experience
. 6+ years of experience in data analytics, operations research, or quantitative analysis
. At least 5 years in a supervisory or lead analytical capacity
. Experience performing advanced mathematical or statistical analyses in a DoD environment is strongly preferred
Technical Skills
. Proficiency with analytical tools such as R, Python, MATLAB, SAS, or optimization/modeling software
. Strong understanding of statistics, linear programming, simulation, forecasting, or cost modeling
. Ability to develop, validate, and interpret analytical models and complex data sets
Abilities & Work Style
. Excellent problem-solving and quantitative reasoning skills
. Ability to work under limited supervision and manage analytical tasks independently
. Strong communication skills for presenting results to senior stakeholders
. Ability to lead small teams and provide analytical direction
Desired qualifications/non-essential skills required:
Domain Expertise
. Experience supporting command-and-control, sustainment, readiness, or modernization programs
. Familiarity with Defense decision-making processes, JCIDS, or acquisition logistics
Tools & Systems Knowledge
. Experience with data visualization platforms (Power BI, Tableau, Qlik)
. Familiarity with simulation software (Arena, AnyLogic, ExtendSim)
. Experience with machine learning or advanced analytics techniques
Certifications
. Certified Analytics Professional (CAP)
. Lean Six Sigma Green/Black Belt
. Defense Acquisition University (DAU) coursework related to analysis or systems engineering
Additional Capabilities
. Ability to prepare executive-level decision briefings and white papers
. Experience developing analytical frameworks for multi-criteria decision making
. Strong organizational skills and ability to manage multiple analytical tasks simultaneously
