About The Role
The Wireline Specialist supports the full lifecycle of wireline telecommunications services for the Department of Energy (DOE) enterprise, including provisioning, inventory management, and Moves, Adds, Changes, Disconnects (MACD) processing. This position supports approximately 150 field sites, laboratories, and customer locations across the DOE enterprise, delivering voice and data services. The analyst works under the direction of the Federal Lead and in close coordination with the CO/COR/MA/IM-13 team to manage wireline service. The ideal candidate brings 10+ years of federal telecommunications experience, with demonstrated expertise in TDM/VoIP/SIP provisioning, GSA contract vehicles, telecom database operations, SOP development, and network modernization initiatives including Starlink integration.

Target Salary Range: $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

About The Role

Wireline Services & Order Management
- Support end-to-end provisioning of wireline services including TDM, VoIP, SIP, Ethernet, POTS, and ISDN PRI across DOE Headquarters and field site customer organizations.
- Receive and process service order requests via the DAYS (DOE At Your Service) system or directly from customers; compile customer requirements into the required draft order format.
- Submit ITPOC-approved draft orders to the IM-12/IM-13 team for processing; monitor and record order status throughout the full order lifecycle.
- Solicit customer requirements for any incoming orders and coordinate submission to the TVT team for fulfillment.
- Ensure all orders are fully funded prior to submission - coordinate with the appropriate financial and contracting personnel to confirm funding is placed on the contract before order execution.
- Design and configure voice and data communication systems for high-visibility government clients, ensuring alignment with DOE standards and security requirements.
- Manage and maintain the entire HQ phone number block, ensuring accurate assignment, tracking, and lifecycle management of all numbers within the block.
- Support data services at 1 Gbps capacity, ensuring service continuity and performance across the enterprise.
- Streamline telecom database operations, improving inventory accuracy and reducing service-order discrepancies across multiple internal contracts.
- Process all MACD requests to enhance operational efficiency and workflow accuracy; record updates to the telecom inventory database within required timelines.
- Lead service inventory updates across multiple internal contracts, improving system integrity and data quality.
- Capture and record all documentation related to order requests in the Agency's telecom inventory database.
- Maintain and update the DAYS system with all DOE/government-approved wireline devices, accessories, and services for the Agency service catalog.
- Support inventory audits, data calls, and Agency/government inquiries as required.
- Support capacity planning and database integrity for wireline circuit infrastructure.
- Maintain accurate network and circuit diagrams, configuration records, and service documentation accessible to the program team.
- Apply Agile and Kanban methodologies to manage workflow, track task progress, and support iterative process improvements.
- Lead root cause analysis for service issues and implement process improvements to prevent recurrence.
- Work directly with the CO/COR/MA/IM-13 team on all wireline and GETS/WPS matters.
- Coordinate with the TVT team for order submission and fulfillment tracking.
- Liaise with vendors, carriers, and internal DOE stakeholders to resolve service issues and manage escalations.
Qualifications
Education Requirements
- Minimum of 2 years with BS/BA; Minimum of 6 years with High School Diploma.
- Must be a US Citizen
- Must be able to obtain andmaintaina Department of Energy (DOE) security clearance
- Ten+ years of progressive experience in federal or enterprise telecommunications provisioning, systems analysis, or network operations
- Demonstrated knowledge of wireline voice and data services, including carrier management, circuit ordering, and data service management.
- Proficiency with inventory and ordering systems.Demonstrated ability to work effectively with federal leads in a fast-paced, multi-stakeholder environment.
- Experience managing large-scale phone number blocks (HQ-level or enterprise-level).
- Familiarity with conferencing services and emerging technologies such as Starlink.
- Experience supporting DOE or other federal agency telecom programs at scale (1M+ services).
- Knowledge of MACD processes and telecom inventory database management.
