Location: Remote with occasional travel to USDA offices in the Washington, DC metropolitan area, as required.

Position Overview
Chartis Federal is seeking a Capital Planning Business Analyst to support USDA FPAC capital planning and investment management activities. The analyst will provide analytical support for IT investment planning, portfolio management, budget tracking, and business case development.
This position is contingent upon contract award.
Duties and Responsibilities
• Support development and maintenance of capital planning documentation and business cases
• Assist with portfolio analysis, spend plan development, and budget execution tracking
• Prepare reports, dashboards, presentations, and investment analyses
• Support governance boards and investment review activities
• Monitor project performance metrics and assist with portfolio reporting
• Conduct research and analysis supporting strategic investment decisions
• Maintain documentation repositories and support process improvements
Requirements:
• Bachelor's degree in Business Administration, Information Systems, Finance, or related field
• 2-4 years of CPIC/federal IT portfolio experience with federal programs (USDA experience preferred)
• Strong analytical and communication skills
• Must be able to pass a federal government background investigation
Preferred Qualifications
• Experience communicating across IT and Business levels to develop investment charters, operational analyses, analysis of alternatives, risk management plans, and technical studies
• Experience developing corrective action plans to address USDA OCIO investment business case feedback
• Experience in the Acquisition Approval Request (AAR) process, including Cover Memo drafting, spend plan analysis, AgMAX 2.0, and SharePoint library maintenance
• Knowledge of Earned Value Management (performance measurement, forecasting, variance analysis)
