Position Overview
Chartis Federal is seeking a highly experienced Capital Planning Business Analyst Lead to support the USDA Farm Production and Conservation (FPAC) Business Operations Branch (BOB). The successful candidate will provide leadership and subject matter expertise supporting Capital Planning and Investment Control (CPIC), portfolio governance, Earned Value Management (EVM), Technology Business Management (TBM), and Federal IT Acquisition Reform Act (FITARA) initiatives across a complex multi-agency environment. 

This position is contingent upon contract award. 

Duties and Responsibilities
• Lead support activities related to Capital Planning and Investment Control (CPIC) processes and governance
• Develop, maintain, and improve investment management processes, policies, procedures, and tools
• Support strategic planning, budget formulation, spend planning, EVM, program management baselines, and integrated baseline reviews
• Provide leadership and mentoring to Capital Planning Business Analysts and SMEs
• Support development, maintenance, and review of business cases and investment artifacts
• Facilitate investment gate reviews, quality reviews, investment re-baselines, and restructuring activities
• Support Technology Business Management (TBM) and FITARA initiatives
• Coordinate portfolio data calls and reporting activities
• Maintain portfolio management information within the Business Operations Branch Financial Management Tool (BOB FMT)
• Develop recommendations for process improvements and best practices

Requirements:
• Bachelor’s degree in Business, Finance, Information Systems, Public Administration, or related field
• 5+ years of CPIC/federal IT portfolio experience with federal programs (USDA experience preferred)  
• Must be able to pass a federal government background investigation 
•  Strong written and verbal communication skills 

Preferred Qualifications
• Experience communicating across IT and Business levels to develop investment charters, operational analyses, analysis of alternatives, risk management plans, and technical studies
• Experience developing corrective action plans to address USDA OCIO investment business case feedback
• Experience in the Acquisition Approval Request (AAR) process, including Cover Memo drafting, spend plan analysis, AgMAX 2.0, and SharePoint library maintenance
• Knowledge of Earned Value Management (performance measurement, forecasting, variance analysis)
