Job Description

Duties

  • You will be the principal advisor and direct representative to the Commanding Officer on information, personnel and industrial security in the command.
  • You will serve as Installation Command Security Manager responsible for administration, planning, directing, implementing, and monitoring Information, Personnel, and Industrial Security management programs for the command.
  • You will be the technical authority required to enforce protective measures for safeguarding information critical to national security, providing risk assessments, impacts to readiness when providing requirement/resourcing way ahead.
  • You will ensure personnel "in status" with security clearance eligibility is continuously evaluated to determine if they meet the requirements to maintain a security clearance or continued assignment to sensitive duties.
  • You will initiate and submit Personnel Security Investigation applications through the Electronic Questionnaires for Investigative Processing (e-QIP) or current official system of record and tracks investigations to completion and adjudication.
  • You will administer and implement command procedures for marking, safeguarding, dissemination, transmission, transportation, escorting, hand-carry, storage and destruction of classified information.
  • You will serve as command authority in all matters pertaining to safeguarding of classified information.
  • You will develop written command information and personnel security instructions, security operating procedures, and supplemental guidelines.
  • You will ensure that threats to national security, loss, compromise, electronic spillages and other violations are reported, recorded through preliminary inquiries, and investigated in accordance with applicable directives.
  • You will formulate and coordinate the command's Security Education, Training, and Awareness (SETA) program.
  • You will develop and coordinate security measures and control of visits to and from the command when the visitor requires, and is authorized, access to classified information.
  • You will coordinate with the Navy International Programs Office (Navy IPO) to ensure compliance with overall Navy policy and procedures associated with classified visits.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Security Professional Educational Development position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. Certification required is: Security Fundamentals Professional Certification
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing procedures for marking, safeguarding, dissemination, transmission, transportation, escorting, hand-carry, storage, and destruction of classified materials, AND Ensuring personnel security clearance eligibility is continuously evaluated, AND Submitting Personnel Security Investigation (PSI) applications through Electronic Questionnaires for Investigative Processing (e-QIP) or official system of record to track investigations to completion and adjudication, AND Reporting threats to national security, loss, compromise, electronic spillages, and other violations.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
