Job Description

General Summary:

Precision Talent Solutions is supporting a client in their search for a USG Federal Business Development Lead. This position is responsible for driving new business growth across the U.S. Government federal portfolio, leading the full business development lifecycle from opportunity identification and pipeline management through capture, positioning, and proposal delivery. The Business Development Lead will support contracts and agreements awarded by agencies including the Department of State, Millennium Challenge Corporation (MCC), Centers for Disease Control and Prevention (CDC), Defense Threat Reduction Agency (DTRA), and other U.S. Government organizations. Working closely with senior leadership, technical practice leads, and proposal teams, this role will help expand market share, strengthen competitive positioning, and contribute to the organization's long-term growth strategy.

Responsibilities:
Build and maintain a qualified opportunity pipeline with a rolling 12-month horizon across target U.S. Government agencies and regions.
Monitor procurement forecasts, agency pipelines, and funding trends to identify and pursue new business opportunities.
Track competitor positioning, teaming strategies, and pricing trends to support effective capture planning and win strategies.
Provide regular pipeline reporting, analysis, and recommendations to senior leadership.
Lead capture efforts for strategic opportunities, including early engagement, positioning, and competitive analysis.
Develop and execute capture plans that define win themes, pricing strategies, teaming approaches, and competitive differentiation.
Drive client engagement and relationship-building with procurement officials, program managers, and technical stakeholders.
Coordinate pre-bid intelligence gathering and lead go/no-go decision processes.
Oversee proposal development from solicitation release through submission, ensuring compliance, quality, and timely delivery.
Lead proposal reviews and incorporate reviewer feedback to strengthen proposal quality and competitiveness.
Ensure proposal responses clearly communicate differentiated value propositions and client-specific priorities.
Identify, cultivate, and manage teaming relationships with prime contractors, local partners, and specialized technical firms.
Negotiate teaming agreements and maintain partner performance tracking across active pursuits.
Support annual business development strategy development, revenue growth objectives, and win-rate targets.
Partner with technical teams to identify cross-functional opportunities and proactively position organizational capabilities.
Serve as a relationship manager with target U.S. Government client offices, program officers, and technical advisors.
Provide leadership on corporate priority pursuits through proposal leadership, technical writing, mentoring, and quality assurance activities.
Build internal business development capacity through mentoring, coaching, training, and professional development initiatives.
Develop tools, processes, training materials, and best practices that improve business development effectiveness and efficiency.
Lead strategic initiatives designed to enhance new business performance and organizational growth.
Represent the organization at conferences, industry events, professional associations, and client engagements.
Supervise, mentor, and assess staff while fostering a collaborative and high-performing work environment.
Qualifications:
Bachelor’s degree required; Master’s degree preferred or equivalent combination of education and experience.
8–12+ years of experience supporting U.S. Government international development business development activities.
Deep familiarity with U.S. Government procurement processes and agencies including Department of State, INL, MCC, CDC, DTRA, USDA, and related organizations.
Demonstrated track record of leading winning proposals valued at $25M or greater.
Strong capture management, proposal development, and client engagement experience.
Experience managing the full business development lifecycle, including pipeline .development, capture, teaming, and proposal management.
Ability to solve complex technical, managerial, and operational challenges while balancing competing priorities.
Demonstrated ability to manage significant activities, budgets, resources, and teams
Strong written and verbal communication skills, including presentation, facilitation, and training delivery experience.
Ability to work independently and collaboratively in a fast-paced environment.
Experience supervising staff, mentoring teams, and supporting professional development initiatives.
Demonstrated integrity, sound judgment, independent thinking, and commitment to collaboration.
Foreign language proficiency relevant to U.S. Government programming geographies preferred.
Experience supporting international development, global health, economic development, governance, stabilization, or related sectors preferred.
