Program Overview

Peraton provides the customer with enterprise infrastructure support to plan, engineer, implement, enhance, maintain and operate the global consular affairs IT environment.

About The Role

Peraton is seeking a Scrum Master to join our team of qualified and diverse individuals on our Department of State (DOS) Bureau of Diplomatic Technology (DT) Consular Affairs Enterprise Infrastructure Operations (CAEIO) Program. CAEIO provides IT Operations and Maintenance to modernize the legacy networks, applications, and databases supporting consular applications and services globally.

The Scrum Master will support the growth and transformation of Agile methodologies across a large portfolio of projects. This role leverages Agile expertise to apply best practices across multiple teams and the program while managing workflow, creatively solving problems, tracking work items, and identifying continuous process improvement opportunities to mature the program.

Core Work Schedule: 8:00 AM ET - 4:00 PM ET (flexible), Monday - Friday.

Work Location: Must be local to Washington, DC area. This position is currently hybrid with remote work and up to 3 days per week in the Peraton office in Sterling, VA, and/or customer site in Washington, DC. The number of days in office is subject to change based on program or government requirements.

Day to Day Roles and Responsibilities
  • Manage, support, and coach teams in Agile frameworks, methodologies, principles, and practices to deliver high-quality products and services to a global Federal customer.
  • Schedule, prepare for, and facilitate Agile ceremonies as needed.
  • Participate in meetings to ensure cross-team collaboration and delivery/deployment of products and services.
  • Support and guide the entire program to higher levels of Agile maturity.
  • Assess customer requirements, objectives, and priorities to better inform and guide Agile practices.
  • Collaborate with key stakeholders, internal operations and engineering teams to help drive decision-making that support organizational goals.
  • Assist teams with managing backlog, documenting acceptance criteria, assessing scope, and ranking and prioritizing work items.
  • Identify and track dependencies both to and from the program and collaborate with the other teams on action items.
  • Assist teams and product owners with updating task tracking tools (Jira, Confluence, SharePoint).
  • Review and audit task tracking tools to ensure adherence to Agile practices and processes.
  • Collaborate with Program Management Office (PMO) Team to ensure guidance, processes, and training materials are current/updated.
  • Develop comprehensive, executive-level dashboards that provide essential Agile information to program leadership.
  • Identify impediments to, and improvements for, long-term Agile success by promoting transparency, communication, and escalating issues or blockers.

Qualifications

Basic Qualifications:
  • Bachelors degree and 5 years of experience or a Masters degree and 3 years of experience or an Associates degree and 7 years of experience or a High School diploma/equivalent and 9 years of experience.
  • U.S. citizenship and an active SECRET Government Security Clearance.
  • Experience managing software development, database management, infrastructure, or network environment projects.
  • Strong understanding of Agile methodologies and frameworks, including Product Management, Kanban, Scrum, hybrid methodologies, and Jira, with experience leading Agile delivery teams.
  • Advanced experience using Jira for project planning, backlog management, workflow administration, reporting, and dashboard development.
  • Experience developing and using Jira Query Language (JQL) to create custom filters, reports, dashboards, and metrics.
  • Experience developing Power BI dashboards and reports by integrating and analyzing data from enterprise platforms such as ServiceNow and Jira.
  • Demonstrated experience leading process improvement initiatives to increase operational efficiency, standardize workflows, and improve project delivery.
  • Excellent communication, leadership, and stakeholder management skills, with the ability to influence both technical teams and executive leadership.
  • Experience providing operational support in a highly demanding environment.
  • Ability to apply industry standards and best practices to drive operational excellence.
Desired Qualifications:
  • Experience leading high visibility projects within a federal contracting or IT modernization environment.
  • PMP and/or Agile certifications (PMI-ACP, SAFe, or CSM).
  • ITIL Foundations (Version 4 or higher) certification.
  • Experience leveraging Jira JQL Queries to extract key Jira data points.

Details

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
