** This will be an onsite position in Albuquerque, NM.
We are seeking an experienced and driven Senior Site Lead / Systems Engineer to serve as the primary on-site authority for all Test & Evaluation (T&E) activities in Albuquerque, New Mexico. In this highly visible leadership role, you will be responsible for overseeing day-to-day site operations, directing systems engineering efforts, and ensuring the successful design, planning, and execution of full-scale test programs. The ideal candidate brings deep T&E domain expertise, strong program management instincts, and the ability to lead multidisciplinary teams in a fast-paced government contracting environment. This position serves as a critical interface between program leadership, government customers, and test performers across all T&E domains supported at the Albuquerque site.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Key Responsibilities
- Serve as the Albuquerque Site Lead, providing technical and programmatic oversight across all T&E domains and acting as the primary point of contact for government stakeholders and program leadership at the site level
- Lead test design and planning activities, developing comprehensive test strategies, test plans, and evaluation frameworks aligned with program requirements and customer objectives
- Apply systems engineering principles to ensure technical integrity and traceability across all phases of test program development, execution, and reporting
- Evaluate and assess test performers, providing objective analysis of execution quality, methodology adherence, and results validity to support program decisions
- Direct and manage full-scale test planning efforts, coordinating resources, schedules, facilities, and stakeholder participation to ensure seamless test execution
- Monitor and report on system and program performance metrics, identifying risks, anomalies, and opportunities for improvement throughout the test lifecycle
- Coordinate across all T&E domain areas supported at the Albuquerque site, ensuring consistency, compliance, and alignment with contractual and regulatory requirements
Required Qualifications
- Bachelor's degree in Systems Engineering, Aerospace Engineering, Electrical Engineering, Physics, or a closely related technical discipline; advanced degree preferred
- 10+ years of experience in Test & Evaluation, systems engineering, or a related technical field, with demonstrated senior-level responsibility
- Proven experience in test design, test planning, and full-scale test execution within a DoW or federal government contracting environment
- Demonstrated ability to lead and evaluate multi-disciplinary teams, including test performers, engineers, and support personnel in an operational test environment
- Strong understanding of systems engineering processes and methodologies (e.g., MBSE, SE lifecycle, requirements management) as applied to T&E programs
- Excellent written and verbal communication skills, with experience briefing senior government officials and producing high-quality technical documentation
- US Citizen with an Active Top Secret / SCI security clearance (required at time of application)
Desired Qualifications
- Familiarity with Sandia National Laboratories, Kirtland Air Force Base, or other Albuquerque-area DoW/national laboratory test environments and stakeholders
- Experience with DoW T&E policy and guidance, including DoDI 5000.89, TEMP development, and live-fire or developmental test processes
- Relevant professional certifications such as INCOSE CSEP/ESEP, DAU T&E certifications, or PMP
- Prior experience serving in a site lead, program manager, or deputy PM role within a government contracting or national security context
