We are seeking a detail-oriented INACT Material Analyst to support advanced material procurement review efforts for Navy ship inactivation planning. This role is ideal for a supply chain or ship repair professional with strong analytical judgment, excellent communication skills, and experience supporting complex Navy maintenance, shipbuilding, or repair programs.
Your Mission
As the INACT Material Analyst, you will provide advanced material procurement review support for the INACT advanced planning material procurement effort. You will analyze shipbuilder material plans, monitor procurement activity, validate material requirements, support budget and schedule visibility, and coordinate with Government and shipyard stakeholders to help ensure material readiness aligns with authorized work requirements.
What You’ll Do
In this role, you will support PMS 368, SEA 05V, NAVSEA 08, and the SUPSHIP Newport News Project Team by reviewing advanced material procurement documentation, tracking procurement status, participating in Government and shipyard coordination meetings, and providing recommendations related to material planning, parts catalog reviews, technical instruction reconciliations, and bill of material evaluations.
· Review and analyze HII-Newport News Shipbuilding submittals for the INACT Contract Data Requirements List deliverable supporting the Advanced Material Procurement Plan.
· Assess the appropriateness of material types and quantities presented in the Advanced Material Procurement Plan as they relate to the Authorized Work Package Item Work Sequence Schedule.
· Provide analysis and recommendations to the SUPSHIP Newport News Project Team, PMS 368 Assistant Program Manager, and NAVSEA 08, as appropriate.
· Monitor HII-Newport News Shipbuilding material procurement activity for timely ordering, material quantity validation, and budget considerations.
· Develop procurement metrics, tracking information, and status reports to support program visibility and decision-making.
· Attend Government and shipyard project team meetings to monitor advanced material procurement status and resolve procurement-related issues.
· Participate in Integrated Process Teams and support cross-functional coordination related to INACT advanced material procurement.
· Review and analyze shipbuilder parts catalog information for Naval Stock System equivalents.
· Assist with review of shipbuilder-provided data for periodic INACT advanced planning technical instruction reconciliations.
· Prepare analysis and recommendations for the SUPSHIP Newport News Project Team, NAVSEA 08, and PMS 368 Assistant Program Manager based on reconciliation reviews.
· Coordinate with technical production controllers to review and evaluate Cost Data Sheet bills of material.
· Provide additional advanced material procurement-related support activities as directed.
· Maintain effective working relationships with SUPSHIP Newport News, the INACT Program Office, NAVSEA 08, NAVSEA 05V Carrier Engineering Team, HII-Newport News Shipbuilding, NAVSEA 02, and other support organizations.

Requirements
Basic Qualifications
· High school diploma required.
· Minimum of ten years of experience with Naval Supply Chain and ship repair supply chain management.
· Minimum of ten years of relevant experience with aircraft carrier maintenance and operations, shipbuilding, ship repair, or business analysis.
· Strong written and verbal communication skills.
· Proficiency with Microsoft Excel, Access, PowerPoint, and Outlook.
· Ability to review, analyze, and interpret material procurement plans, procurement status information, parts catalog data, technical instruction reconciliation data, and bill of material information.
· Ability to develop procurement metrics, reports, and analysis to support Government and shipyard decision-making.
· Ability to coordinate professionally with Government customers, shipbuilder representatives, technical production controllers, program offices, and support organizations.
· U.S. citizenship required.
· Active DoD Secret clearance required.
Preferred Qualifications
· Former U.S. Navy Supply Department Chief Petty Officer, Chief Warrant Officer, or Limited Duty Officer.
· Project or program management experience.
· Bachelor’s degree in any discipline.
· Experience supporting aircraft carrier maintenance, modernization, repair, refueling, complex overhaul, inactivation, or advanced planning efforts.
· Experience working with SUPSHIP Newport News, PMS 368, NAVSEA 08, NAVSEA 05V, NAVSEA 02, or HII-Newport News Shipbuilding.
Physical Requirements
· Must be able to remain in a stationary position approximately 50% of the time.
· Must be able to occasionally move about inside an office environment to access file cabinets, office machinery, records, and related materials.
· Must be able to communicate with co-workers, management, Government customers, and shipyard personnel by email, phone, in-person meetings, and virtual communication platforms.
· Must be able to review procurement documentation, technical information, reports, spreadsheets, presentations, and related business or program materials.
· Must be able to exchange accurate information in professional communication settings, including meetings and presentations.

Compensation
Final compensation will be determined based on relevant experience, education, certifications, active clearance status, specialized technical qualifications, and contract requirements.
