Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes work that involves: 1) Directing and overseeing multiple, human resource programs (such as performance management, workforce planning, and talent development); 2) Serving as a senior leader or supervisor of a multifunctional team responsible for meeting strategic goals; and 3) Advising senior leadership by providing authoritative recommendations and solutions for complex, high-impact human resource challenges.

- Lead and direct the S1 Directorate, aligning daily operations and team performance with command mission requirements
- Serve as the principal advisor and Subject Matter Expert (SME) to senior leadership, providing authoritative guidance on all civilian personnel matters to drive strategic human capital decisions.
- Develop and implement strategic HR policy and guidance that addresses critical organizational needs and enhances the effectiveness of personnel programs
- Direct the full spectrum of human resource programs-including performance management (e.g., CCAS, DPMAP), talent management, awards, and workforce development-to ensure compliance and support mission objectives.
- Drive process improvement by performing expert analysis of HR systems and workflows, identifying and resolving deficiencies to enhance organizational effectiveness.
- Act as the primary liaison to resolve complex and sensitive personnel issues with the Civilian Human Resources Service Center (CHRSC) and higher headquarters (ATEC).
- Provide senior-level oversight of all personnel actions and position management, ensuring policy compliance and accuracy.

- The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $197,200 (w/locality).
