A ITSPEC (ENTARCH) (T32), GS, 2210, 11,
1. Provides IT engineering and installation services to DoD, MAJCOM, NGB and base levelcustomers. Performs IT architectural design and engineering work for complete IT systems,downward directed programs/systems, Internet Protocol (IP)-based systems and circuits, one-of-a-kind systems, routine upgrades, and system enhancements. Analyzes capabilities and performance,identifies problems, and directs corrective actions to provide seamless integration, properconfiguration, operation, defense, restoration, and improvements. Deploys, sustains, troubleshootsand repairs standard voice, data and video network infrastructure systems, IP detection systemsand cryptographic equipment. Directs activities for installing, maintaining, repairing, overhauling,deploying, and modifying cyberspace systems and equipment platforms and evaluates facilitieslayout and performance standards. Researches, interprets and applies appropriate technical andpolicy guidance for each assigned project. Ensures downward directed IT projects/programsintegrate with existing infrastructures. 20%

2. Manages and directs engineering and installations training and operations in garrison and atdeployed locations by performing duties to develop, sustain, and enhance network andelectromagnetic capabilities to defend national interests from attack. Ensures personnel aretrained, equipped, and available to perform the assigned mission. Conducts career fielddevelopment and mentoring for subordinate cyberspace support personnel. Plans and organizescyberspace support activities. Determines equipment, training and supplies required for systemsimplementation and support. Establishes tactics, techniques and procedures. Ensures workstandards are maintained. Organizes teams that use methodologies to meet mission requirements.Organizes and participates in mission implementation and conversion. Ensures continued interfacebetween functional users, and programming and operations personnel for implemented systems.Performs administrative support for function personnel including requesting special orders,making travel arrangements and assembling data to support engineering efforts. Requests,evaluates, and selects engineering workload to meet function training and proficiencyrequirements. Ensures compliance with standards for systems documentation. 20%

3. Produces IT architectural installation project packages. Coordinates project requirements withaffected Communication and Information Systems Officer (CSO) to ensure system inter-operability,compatibility, and cost effectiveness of the proposed technical solution. Directs activitiesresponsible for system analysis and design, programming, operations and maintenance, security,systems management, technical support, plans, implementation, and resource management.Researches, interprets, and implements policies, directives, and procedures to ensure proposedrequirement(s) conform to policies, standards, and guidelines. Develops detailed designspecifications. Identifies source of major equipment items and necessary logistical lead-timerequired. Advises the CSO on potential problems or delays. Coordinates project requirements andassignment of project identification numbers with project manager. Ensures project package ispublished and distributed. Reviews, recommends, and implements changes to communications-computer systems installations records (CSIR), technical data, engineering drawings, andequipment wiring diagrams. Reviews assigned projects for environmental considerations. Appliescommunications security programs to include physical, cryptographic, transmission, and emissionsecurity. Develops and ensures compliance with safety standards and instructions. Ensuresrequired studies and tests such as electro-magnetic compatibility, electro-magnetic radiationhazards, TEMPEST, are performed and included in final IT project package. Recommends solutions to electromagnetic compatibility problems. 15%

4. Configures, installs, maintains, reconstitutes, removes, relocates, overhauls, and modifies IP-based systems, circuits, and intrusion detection systems, physical and wireless Local Area Networks (LAN), Wide Area Networks (WAN), ground radio, satellite, and telemetry communications, command and control, weather, ground aircraft control and warning radar systems, air traffic control radio, meteorological and navigational aid systems, and airfield systems and other equipment platforms. Manages infrastructure devices and systems using the latest approved software tools. Applies communications security programs to include physical, cryptographic, transmission, and emission security. Interprets sketches, schematics, and layout drawings to ensure distribution systems are properly placed.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
Description of Work:
Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking.

Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  • Specialized Experience Requirements:
    GS-11 - 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
