ACCOUNTANT

Duties

• Professional knowledge of accounting principles, theories, procedures, concepts, and practices, and knowledge of the program goals, objectives, and major issues affecting accounting and finance operations.
• Extensive knowledge of automated accounting and accounting systems, policies, procedures, and practices which are used in accomplishing accounting functions to meet prescribed requirements.
• Skill in adapting conventional financial, accounting, and analytical techniques to solve a variety of accounting problems.
• Ability to interpret, apply and develop new guidelines and principles to administer resource management functions.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Routinely research and analyze financial data to provide strategic, managerial advice to commanders, program directors, and financial managers. Effective cross-agency communication, I develop procedures, author instructions, and ensure the absolute integrity and compliance of accounting records. Applying advanced accounting principles, theories, and practices to support Department of Defense and Defense Finance and Accounting Service operations. Possess DAI background with understanding of MOCAS processes.

You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
