Position Description
ARServices is seeking an experienced Audit Analyst to support the Defense Threat Reduction Agency (DTRA) Research & Development (RD) Directorate. This role is ideal for a detail-oriented financial professional with strong expertise in DoD budget execution, financial analysis, and audit readiness. You will function as a key member of the Advisory and Assistance Services (A&AS) team, providing expert financial advice and assistance to government project managers (PMs) and budget specialists. This position supports annual budget development, execution, tracking, and strategic financial planning while ensuring compliance with DoD policies and helping PMs focus on leading critical RDT&E efforts.
The Audit Analyst will support overall financial management of R&D programs, including spend plan maintenance, obligation tracking, forecasting, and preparation of key PPBE documentation. You will create impactful data visualizations, reconcile financial data, and deliver clear insights to inform senior leader decision-making.

Location & Travel This is a full-time position primarily based at DTRA Headquarters in Fort Belvoir, VA (with one day per week in Reston, VA). Situational telework is allowed, with on-site requirements of 5 days per week.

Compensation at ARServices is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market considerations, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected compensation range for this position is based on full-time status. Actual starting compensation will be determined based on the selected candidate's qualifications and the factors identified above.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Provide budget and finance Advisory and Assistance Services (A&AS) in support of DTRA Research and Development (R&D) programs in accordance with DoD policies.
- Maintain the Division's current Spend Plan and Unfunded Requirements list.
- Monitor, analyze, and report on Commitments, Obligations, and Disbursements for RDT&E appropriations.
- Prepare supporting financial documentation required to commit funding in accordance with DTRA financial policy and procedures.
- Create data visualizations (tables, bar and pie charts, pivot tables) that inform leaders of budget position to drive decisions.
- Research unobligated commitments and Unliquidated Obligations (ULOs).
- Review Monthly Status Reports (MSR) provided by performers and reconcile them to disbursements as recorded in government databases.
- Inform program managers of the status and availability of funds.
- Estimate future financial needs of programs to feed out-year programming.
- Support the Future Years Defense Plan (FYDP) in developing exhibits and articles for government leadership approval.
- Support the development of the Budget Estimate Submission (BES).
- Support planning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President's Budget (PB), and other funding justification products.
- Assist program managers by providing advisory assistance for financial support functions, including coordination and tracking of financial instruments, defense of budget requests, justification documentation, briefing materials, and other administrative documents.
- Review managers' budget proposals for completeness, accuracy, and compliance with laws and regulations.
- All other duties as assigned.
Required Qualifications
- Current DoD Top Secret clearance with SCI access.
- Bachelor's degree in Accounting, Business Administration, Finance, or a related discipline.
- 5-7 years of documented experience managing large R&D budget execution, spend plans, and burn rate processes.
- 5-7 years of documented experience forecasting future R&D financial requirements and preparing associated documents such as Program Objective Memorandum (POM), President's Budget, and Budget Estimate Submission (BES).
- 5-7 years of documented R&D resource management experience working with multiple DoD appropriations.
- Documented experience implementing Government accounting policy and regulations, including the DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and OMB Circular A-123.
- Demonstrated experience creating data visualizations to produce pivot tables, bar graphs, pie charts, etc.
- Strong written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications.
- Familiarity with the Defense Agencies Initiative (DAI) Accounting system.
- Proficiency in Microsoft Office (Word, PowerPoint, Outlook, and Excel) and collaborative tools (MS Teams, WebEx, etc.).

- Experience with the Procurement Integrated Enterprise Environment (PIEE) and Defense Agencies Initiative (DAI) tools.
- Prior experience working at DTRA or within other DoD R&D organizations.
