Job Description
Koniag IT Systems (KITS), a Koniag Government Services company, is seeking an experienced ICAM Business Analyst to support Identity, Credential, and Access Management (ICAM) initiatives for our government customers. The ideal candidate is a detail-oriented problem solver with a strong background in business analysis, ICAM frameworks, and federal security standards. The candidate must possess an active Secret Clearance to support this role. This position is Remote.

Principal responsibilities will include, but are not limited to:
- Elicit, analyze, document, and manage business and functional requirements related to ICAM programs and initiatives.
- Translate complex ICAM concepts and technical requirements into clear, actionable documentation for both technical and non-technical stakeholders.
- Support the development and maintenance of ICAM program documentation, including concept of operations (CONOPS), business process flows, use cases, and standard operating procedures (SOPs).
- Conduct gap analyses between current ICAM capabilities and desired end-state objectives, providing recommendations for improvement.
- Collaborate with technical teams to support the design, integration, and deployment of ICAM solutions including identity proofing, authentication, authorization, and federation services.
- Assist in the development of ICAM roadmaps, strategies, and implementation plans in alignment with federal mandates such as FICAM, NIST SP 800-63, and Zero Trust Architecture principles.
- Facilitate working groups, stakeholder meetings, and requirements workshops, capturing and tracking action items and decisions.
- Support testing and validation activities, including developing test cases, participating in user acceptance testing (UAT), and documenting results.
- Monitor and track program milestones, risks, and dependencies, escalating issues as appropriate.
- Provide support for Agile ceremonies including sprint planning, backlog refinement, and retrospectives.
- Assist with the preparation of briefings, status reports, and executive-level presentations for government stakeholders.
Education and Experience:
Required:
- Bachelor's degree in Information Technology, Computer Science, Business Administration, Cybersecurity, or a related field from an accredited college or university.
- 3+ years of experience as a Business Analyst supporting IT or cybersecurity programs, with at least 1+ year of direct ICAM-related experience.
- Active Secret Clearance required.
Required Skills and Competencies:
- Exceptional communication skills in English - both written and oral - with the ability to effectively communicate with technical and non-technical stakeholders at all levels.
- Demonstrated knowledge of ICAM concepts including identity lifecycle management, credentialing, access management, and federation.
- Familiarity with federal ICAM frameworks and standards, including FICAM Roadmap, NIST SP 800-63 (Digital Identity Guidelines), and OMB policies.
- Experience eliciting and documenting business and functional requirements, user stories, and process flows.
- Proficiency in creating business analysis artifacts such as CONOPS, use cases, gap analyses, and SOPs.
- Experience facilitating stakeholder meetings, workshops, and working groups.
- Ability to support testing activities, including test case development and UAT participation.
- Familiarity with Agile development methodologies, especially Scrum.
- Strong analytical and critical thinking skills with the ability to identify problems and recommend solutions.
- Ability to work independently and collaboratively in a remote team environment.
- Active Secret Clearance.
Desired Skills and Competencies:
- Experience working in a federal government IT or cybersecurity environment.
- Knowledge of Zero Trust Architecture principles and implementation strategies.
- Familiarity with identity and access management technologies such as Active Directory, LDAP, PIV/CAC authentication, and SSO solutions.
- Knowledge of Single Sign-On (SSO) concepts using SAML and OAuth2/OIDC.
- Experience with tools such as JIRA, Confluence, or similar project management and documentation platforms.
- Relevant certifications such as Certified Business Analysis Professional (CBAP), CompTIA Security+, Certified Identity and Access Manager (CIAM), or similar credentials.
- Familiarity with Risk Management Framework (RMF) and NIST Cybersecurity Framework.
- Experience supporting Authority to Operate (ATO) processes.
