Job Description

Duties

  • Performs dual-role functional responsibilities as both a primary Purchase Cardholder and an Approving/Certifying Official (AO) under the GCPC program.
  • Independently utilizes the GCPC to procure commercial supplies (up to $15,000) and services (up to $2,500).
  • Safeguards card security, obtains and verifies procurement receipts, maintains detailed transaction logs, and meticulously reconciles monthly Statements of Account (SOA) for submission to approving authority.
  • Resolves billing, shipping, and merchant discrepancies independently.
  • Serves as the AO managing and auditing a portfolio of up to seven (7) individual cardholders.
  • Plans, coordinates, and executes difficult or complex procurements for supplies, services, and equipment using Simplified Acquisition Procedures (SAP).
  • Collaborates directly with requesting offices to clarify ambiguous specifications or secure necessary technical data.
  • Conducts comprehensive market research to determine commercialize and verify if requirements can be fulfilled via mandatory Government sources, existing agency contracts, or Federal Supply Schedules (FSS).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One year trial/probationary period may be required.
  • This position is required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, Tuberculosis), unless exempted by a licensed physician.
  • This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
  • Designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent may be required to report to work or remain at work as scheduled to support mission ops.
  • This position is subject to TDY or business travel requirements to various locations. This may require travel via privately owned vehicles, commercial transport platforms, and/or military aircraft, ships, and vehicles.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.

Specialized Experience: One year of specialized experience which includes: 1). Maintaining detailed purchase card transaction information; 2). Provide receipts on goods received through purchase order software; and/or 3). Make purchases for a range of equipment, services and/or commodities through the use of small purchase procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
