**This position is for upcoming work and is contingent upon task award/funding.
** This will be an onsite position in Albuquerque, NM.
We are seeking a skilled Journeyman Test Engineer specializing in Health & Safety to support weapons penetration testing programs at our Albuquerque, NM facility. In this role, you will serve as a critical member of a Test & Evaluation (T&E) team responsible for the safe and compliant execution of weapons-related test activities across controlled test ranges and laboratory environments. The ideal candidate brings hands-on experience in test planning and execution, hazardous materials management, and rigorous adherence to test range safety protocols. This position directly supports Statement of Work (SOW) objectives within the weapons penetration testing domain and requires close coordination with government customers, range safety officers, and multi-disciplinary engineering teams.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Key Responsibilities
- Develop, review, and execute test plans, test procedures, and safety documentation in support of weapons penetration test programs, ensuring full compliance with applicable range and facility regulations
- Serve as an on-site Health & Safety subject matter expert during test configurations, conducting pre-test and post-test safety validations and ensuring personnel and equipment protection protocols are strictly observed
- Manage the handling, storage, transport, and disposal of hazardous materials (Hazmat), radiological (rad), and chemical (chem) substances in accordance with federal, state, and DoW regulations
- Monitor and enforce test range compliance standards, interfacing with Range Safety Officers (RSOs) and site safety personnel to maintain readiness for live and inert test events
- Coordinate and document on-site validation of test configurations, ensuring all physical setups align with approved test plans and safety envelopes prior to test execution
- Identify, assess, and mitigate safety and security risks throughout the test lifecycle, initiating corrective action reports (CARs) and hazard analyses as required
- Support the preparation and review of safety data sheets (SDS), environmental permits, hazard analysis reports, and after-action safety reports for test program documentation packages
Required Qualifications
Bachelor's degree in Engineering, Physical Sciences, Safety Management, or a related technical discipline (equivalent experience considered in lieu of degree)
- 8 years of progressive experience in test engineering, test & evaluation operations, or health and safety roles within a DoW or government contractor environment
- Demonstrated experience in test planning and execution within a T&E or weapons testing environment, including authoring or reviewing formal test documentation
- Certifications or documented training in Hazmat, radiological, and/or chemical safety (e.g., HAZWOPER 40-Hour, DOT Hazmat, Radiation Worker, or equivalent)
- Working knowledge of test range safety regulations, range operations procedures, and applicable federal/DoW standards (e.g., MIL-STDs, AFI, DDESB)
- US Citizen with an Active Top Secret / SCI security clearance (required at time of application)
- Strong written and verbal communication skills with the ability to interface effectively with government customers, range personnel, and engineering counterparts
Desired Qualifications
- Experience supporting weapons penetration testing, ballistic testing, or energetic materials test programs
- Familiarity with Kirtland Air Force Base, Sandia National Laboratories, or other Albuquerque-area test facilities and associated range protocols
- OSHA 30-Hour certification or Certified Safety Professional (CSP) designation
- Experience conducting Preliminary Hazard Analyses (PHA), System Safety analyses, or formal Risk Assessments in support of test programs
- Prior coordination experience with Range Safety Officers or oversight roles within live-fire or high-consequence test environments
