We are looking for a dynamic and self-motivated candidate to support the advancement of the nation's nuclear command, control, and communications (NC3) systems. They will work to influence requirements, policy, acquisition, and technologies.

As an NC3 Systems Engineer and Analyst, your responsibilities will be to:
  • Work directly with the Office of the Under Secretary of War for Acquisition and Sustainment while stationed in the Mark Center in Alexandria, VA.
  • Provide technical contributions and leadership in the acquisition and sustainment of systems, including overseeing and facilitating studies for the Government.
  • Evaluate future NC3 systems to identify operational and performance deficiencies, recommend targeted improvements to strengthen command and control capabilities in coordination with mission partners and other FFRDCs and UARCs on-site and off.
  • Provide broad technical expertise across multiple NC3 systems and conduct assessments and analysis on existing and new data sets from multiple vendors.
  • Architect, develop, and implement integration plans, working closely with stakeholders to ensure mission success, and propose creative approaches to address hard problems.
  • Conduct acquisition risk management analysis of technical performance, schedule, and cost requirements, for NC3 portfolio programs and devise and implement standard methodologies for program and portfolio evaluation.
  • Interact with technical specialists in other fields as part of a multidisciplinary team.
  • Detail work in technical reports and memoranda and present work to sponsors, stakeholders, and the technical community.

Qualifications

You meet our minimum qualifications for the job if you...
  • Possess a Bachelor's degree in engineering, mathematics, physical science, or other relevant technical field.
  • Have at least five years of relevant DoW-related technical experience in command and control systems of military platforms and related systems for nuclear or strategic deterrence.
  • Have experience with government program offices or operational commands and understand acquisition across the DoW systems development lifecycle.
  • Possess strong written and verbal communication skills with a demonstrated ability to engage effectively with senior leaders.
  • Demonstrate integrity, self-motivation, and the ability to prioritize multiple tasks and are willing and able to travel for sponsor visits and meetings while sitting primarily at the sponsor location at the Mark Center in Alexandria, VA.
  • Are willing and able to travel to Laurel, MD for periodic meetings.
  • Have an active Top Secret security clearance and can ultimately obtain a TS/SCI clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Hold a Master's or doctorate-level degree in engineering, mathematics, physical science, or other relevant technical field.
  • Have at least ten years of experience on supporting tasks associated with NC3, DoW acquisition, and DoW Command and Control or Communications projects.
  • Possess program or project management experience.
  • Bring strong expertise in the NC3 domain and/or maintain existing relationships within the NC3 community.
  • Have an active TS/SCI clearance.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
