Emergency Management Specialist

ATI has a current need for full-time Emergency Management Specialist with TOP SECRET Clearance (SCI Eligible). SECRET or Interim TOP SECRET clearance will also be considered.
Duties and Responsibilities
• Develop, prepare, or evaluate emergency management policies, plans, procedures, and capabilities related to the Client’s domestic emergency notification system(s), life-saving personnel accountability initiation and follow-up actions, incident monitoring activities, and other client programs, as required.
• Provide expert policy oversight and program management assistance for the domestic emergency notification system(s), personnel accountability, and incident management programs, and as needed to the Client’s overseas emergency notification system program officials
• Leverage the Client’s domestic emergency notification system(s)and emergency messaging capabilities to provide rapid notification to customers and stakeholders, as required.
• Design and/or support webinar-based trainings, one-on-one improvement critiques, discussion-based sessions, tabletop exercises (TTX), and practical exercises for client Duty Officers and client’s emergency notification system elevated users throughout the continental United States. Analyze exercise results and provide input to After Action Reports (AAR).
• Provides support to the CLIENT 24/7 Duty Officer program to include natural, technological, and man-made events and crisis monitoring, reporting, response, senior leadership briefs, and after-action reviews.
• Assist program officials with outreach, planning, and coordination activities before, during, and after an event or incident
• Provide surge support to program officials managing crisis situations, including support to domestic incidents, task forces, and continuity activations.
• Participate in various meetings, trainings, exercises, and briefings; prepare presentations, talking points, meeting summaries, and other forms of correspondence, as required.
• Participate in drafting of papers, memos, plans, presentations, and other forms of Client correspondence to support the domestic emergency management program and continuity program.
• Research and comply with emergency management-related directives, regulations, policies, civil rights laws, standards, and guidance to facilitate decision-making and to propose new approaches to carrying out program initiatives.
• Participate in weekly team status and planning meetings to support CLIENT programs, policies, procedures, and events.
• Support the CLIENT and its mission to ensure the Client can continue to perform its essential functions under all circumstances, to include staff training on emergency notification platforms.
• Build and maintain ongoing relationships with bureau emergency notification system elevated users to ensure their personnel accountability requirements are met.
• Identify emergency notification system management and accountability capability gaps and offers solutions in the form of design strategies to ensure rapid and appropriate notification and alert procedures in a domestic emergency management context.
• Maintain situational awareness of current and emerging domestic threats from natural to man-made, report information to client leadership.
• Monitor and report on ongoing events and incidents which show potential to negatively impact domestic Client interests, facilities, and personnel.
• Collect and disseminate information from other government agency Situation Reports (SITREPS) and Spot Reports (SPOTREPS) during emergency situations to senior leadership to keep them informed of threats or issues related to the Client’s mission.
• Provides extended contingency support (i.e., 24/7 coverage) during real-world crisis situations or other National Special Security Event (NSSE) activities.
• Shall support the deployment and execution of National Continuity Programs by providing transportation, logistics, and facility setup and operations at designated alternate work locations; and may use Government vehicles solely for official CLIENT mission needs in accordance with FAR 102–34. 215.
Required Qualifications and Experience
• Bachelor’s Degree or a minimum of five years of work experience in emergency management or related field (e.g., homeland security, crisis management, national security, law enforcement, military).
• Knowledge of emergency notification systems to disseminate time-sensitive information to personnel during crisis situations.
• Knowledge of federal emergency management directives, regulations, policies, laws, and standards.
• Knowledge of a wide range of qualitative and quantitative methods and procedures to conduct in-depth research, evaluate alternatives, and develop analysis of homeland security and national emergency management policies/regulation to facilitate decision-making and propose new approaches to carrying out program initiatives.
• Experience providing technical assistance relative to emergency-related programs.
• Excellent communication and presentation skills to draft papers and brief leadership.
• Works well under pressure as part of a team or independently to meet short deadlines.
• Must possess and maintain a valid U.S. state driver’s license throughout employment.
• Proficiency in Microsoft Office O365 applications.
• (Preferred) Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) credentials
• (Preferred) Completion of FEMA National Disaster & Emergency Management University courses in emergency management, emergency planning, continuity of operations, incident command, and communications
• Top-Secret clearance, with the ability to acquire Sensitive Compartmented Information (SCI) access.

Pay Range: $100,000 - $130,000/year depending on experience
Location: Bluemont, VA
Working Hours: Normal Work Hours – Monday – Friday (anticipate 40 per week).
