Sr. Continuity Subject Matter Expert

ATI has a current need for full-time Sr. Continuity Subject Matter Expert with TOP SECRET Clearance (SCI Eligible). SECRET or Interim TOP SECRET clearance will also be considered.
Duties and Responsibilities
• Serves as a senior Continuity of Operations Emergency Planner in the Office of Emergency Management (OEM), ensuring the Client maintains capability to perform essential functions during emergencies and meets Federal continuity requirements.
• Develops, writes, and updates the Client's continuity plans and policies, including the Continuity of Operations (COOP) Plan, Devolution Plan, Reconstitution Plan, and Continuity Framework, ensuring compliance with Federal Emergency Management Agency (FEMA) standards.
• Provides subject matter expertise on continuity operations to senior leadership, including Deputy Secretaries, Under Secretaries, and Assistant Secretaries.
• Identifies continuity capability gaps and agency-specific challenges; recommends solutions to enhance organizational resilience.
• Supports the design, development, and implementation of the Client's annual participation in National Level Exercises, including exercise plans, objectives, scenarios, playbooks, after-action reports, and improvement plans.
• Develops and delivers continuity briefings and Emergency Response Group (ERG) training for Client personnel at all levels.
• Conducts training Client stakeholders within domestic bureaus and offices on emergency management procedures and continuity protocols.
• Provide technical advice on mitigation, preparedness, response, and recovery activities associated with natural, technological, and/or terrorist or accidental Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) disasters.
• Manages the research, development, writing, and clearance of risk management plans and bureau emergency action plans, including business process analysis and business impact analysis plans. Leads a comprehensive planning effort to identify potential threats, vulnerabilities, and hazards affecting bureau operations and personnel.
• Maintains partnerships with domestic bureaus and offices to ensure continuity requirements are met and compliance standards are achieved.
• Manages notification system templates and procedures to deliver emergency activation alerts to key personnel during continuity events.
• Manages the issuance and testing of Government Emergency Telecommunications and Wireless Priority Services accounts to equipment to ensure readiness of continuity communications resources.
• Provides 24/7 contingency support during real-world crises and National Special Security Events (NSSE).
• Participate in team planning meetings to advance OEM programs, policies, and procedures.
• Supports deployment and execution of National Continuity Programs, including transportation, logistics, facility setup, and operations at alternate work locations; operates Government vehicles for official OEM missions in accordance with FAR 102-34.215.
Required Qualifications and Experience
• Bachelor's or master's Degree with ten years of specialized experience performing the above stated duties and responsibilities.
• Familiarity with developing innovative, creative solutions that address program vulnerabilities and deliver improved emergency management capabilities at reduced cost.
• An experienced trainer with the ability to communicate concisely to diverse audiences.
• Ability to organize and direct many projects at once while attending to all details.
• Proficient in the use of a computer, with database, spreadsheet, presentation, and word processing skills.
• Top-Secret clearance, with the ability to acquire Sensitive Compartmented Information (SCI) access.
• Must possess and maintain a valid U.S. state driver’s license throughout employment.
• Occasional Travel to support remote locations throughout the country, as needed, may be required.

Job Type: Full-time
Pay Range: $130,000 - $175,000/year depending on experience
Location: Bluemont, VA
Working Hours: Normal Work Hours – Monday – Friday (anticipate 40 per week).
