Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Updating system documentation to include maintenance of the system architecture configuration and baseline to keep site documentation current.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Providing training for VTC users on optimal operation of VTC systems.

Examples of experience demonstrating this competency include: Resolving commonly occurring problems such as scheduling conflicts and equipment malfunctions.

-Experience troubleshooting equipment operations and assess system health, performing backup of systems, and managing accounts.
-Experience troubleshooting circuit and network outages by making patches to establish, restore, or reroute services.
-Experience performing routine system inspections and maintenance, software installations, patches or upgrades on bridges, routers, firewalls and switches.
-Experience providing assistance in troubleshooting cryptographic equipment in order to isolate and correct faults.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR
Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR
Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. - You will serve as an IT Specialist (INFOSEC/SYSADMIN) in the EXTERNAL SUPPORT (N9), Makalapa Tech Control (N94), Makalapa VTC (N946) of NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION, PACIFIC (NCTAMS PAC).
- You will maintain information assurance posture through provided tools (Host Based Security System- HBSS, Windows Service Update Service - WSUS, antivirus software, etc).
- You will provide 24x7 operations, hardware/software configuration and maintenance support for the Unified Capabilities (UC) network and all Voice over Secure Internet Protocol (VOSIP) assets installed within NCTAMS PAC space.
- You will oversee installation of Unified Capabilities equipment.
- You will be responsible for the operation and troubleshooting of UC equipment and Local Area Network (LAN) and Integrated Service Digital Network based equipment to maintain Video Teleconferencing (VTC) and VOSIP capability.
- You will provide administrative assistance in the scheduling, planning, and coordination of VTCs for all assigned equipment.
- You will maintain physical security and assist in the Communications Security (COMSEC) supervisory roles, as required.
