Job Description


General Function:
  • Provide advisory support to the Government for acquisition management, program planning, integration, aircraft research, development, production, lifecycle acquisition, and sustainment activities for AFLCMC/WII.
  • Support financial management, contract management, budget analysis, protocol activities, and coordination with DFAS through advisory services and draft documentation.
  • Collaborate with AFLCMC/WII personnel to identify program issues, evaluate alternatives, recommend solutions, and prepare fully staffed draft documentation for timely decision-making.
  • Develop and support acquisition products including briefings, correspondence, reports, databases, websites, and other program documentation required for management and communication.
  • Review existing AFLCMC/WII processes and procedures, identify inefficiencies, and recommend process improvements to enhance program execution and organizational effectiveness.
  • Assist with ACAT reporting requirements by locating, collecting, organizing, generating, and validating required data while recommending improvements to reporting processes.
  • Provide advisory support for planning, organizing, coordinating, and facilitating meetings, including in-person sessions, teleconferences, and video conferences.
  • Develop acquisition management and program planning correspondence, coordinate draft documentation across stakeholders, and obtain AFLCMC/WII leadership approval before distribution.
  • Support financial and acquisition management functions by coordinating and tracking contracts, invoices, contract modifications, and related acquisition documentation.
  • Monitor contractor cost, schedule, and performance metrics, providing advisory support to Program Managers for documenting and evaluating contractor performance.
  • Translate program requirements into acquisition documentation, including Performance-Based Statements of Work (PBSOWs), Contract Data Requirements Lists (CDRLs), and recommend applicable FAR and DFARS clauses for Government consideration.
  • Develop risk mitigation strategies and provide expert-level analysis, planning, implementation, and issue resolution across logistics, maintenance, supply, financial management, security, information management, and contracting functions.
  • Apply expertise in configuration management, developmental and operational testing, force development evaluation, depot maintenance, sustainment planning, and requirements documentation for MQ-9 or similar systems.
  • Analyze operational capability requirements, evaluate aircraft supportability, certification, equipment readiness, and monitor technical data, manuals, engineering changes, and related technical documentation.
  • Coordinate with DCMA, Quality Assurance, and operational users to support DD250 acceptance documentation, Acceptance Test Procedures (ATPs), and aircraft delivery activities.
  • Support MQ-9 technical solution analysis and prepare Command-level, Air Staff, budget justification briefings, and staff packages to support funding through USAF, DoD, and Congressional review processes.
  • Assist in developing Statements of Work (SOWs), acquisition management plans, program plans, Program Protection Plans, performance standards, acquisition documentation, and sustainment process documentation while participating in fact-finding activities.
  • Develop, maintain, and manage databases and program metrics while supporting Contractor Logistics Support (CLS), depot transition planning, business case analyses, operational fielding requirements, and acquisition management plans.
  • Prepare acquisition strategies, project schedules, financial plans, long-range roadmaps, mission area plans, sustainment requirements, depot maintenance documentation, and technical feasibility analyses supporting MQ-9 lifecycle management.
  • Provide technical assistance to resolve engineering, configuration, maintenance, and customer issues while monitoring acquisition progress, documenting contractor performance, identifying program risks, analyzing issues, and recommending corrective actions to the Government.

Qualifications:

Education/Certifications/Experience/Skills:
  • BA/BS or Master of Arts/ Master of Science (MA/MS) degree and over 10 years of relevant experience.
  • Must possess and maintain a government security clearance at the Secret
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
  • Must be able to perform all functional duties independently.
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
