Job Description

Duties

  • You will be responsible for personnel planning, oversight, and management of LIMDU/Transient personnel to ensure that these Sailors are fully integrated into assigned commands.
  • You will lead, plan, coordinate, and execute strategic actions supporting the integration of LIMDU/Transient personnel distribution solutions throughout COMSUBLANT and its subordinate commands and manage LIMDU/Transient personnel manning actions.
  • You will plan and conduct comprehensive in-depth analysis, reviews, and assessments of Submarine Force LIMDU/Transient personnel distribution.
  • You will interact and coordinate daily with the three COMSUBLANT civilian SRS Limited Duty (LIMDU) / Transient Personnel Program Managers and ensure that personnel are following and adhering to instructions and guidance set forth by leadership.
  • You will be responsible to attend all required training and certifications as set forth by the local Navy Medicine Readiness and Training Command (NMRTC).
  • You will conduct research and special study projects to resolve problems, change procedures or evaluate concepts.
  • You will conduct analysis of LIMDU/Transient personnel and trend analysis to senior leadership along with recommendations for better management of LIMDU/Transient personnel to improve Command's LIMDU/Transient personnel management.
  • You will develop and recommend changes to local LIMDU and Transient personnel policy and guidance as required.
  • You will interact daily in the manning distribution process for LIMDU and DES Sailors to ensure Sailors are fairly distributed throughout COMSUBLANT Shore commands.
  • You will be responsible to ensure accurate accounting, tracking, medical treatment, and expeditious movement of LIMDU personnel through the transient pipeline. Finds and implements ways to eliminate or reduce bottlenecks.

  • This position may require travel from normal duty station.
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS- 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience with program planning procedures and directives, and a detailed understanding of the Department of the Navy organization.
  • Experience with manning and military personnel assignments to mitigate the friction and adequate tracking of LIMDU/Transient personnel process for Submarine LIMDU/Transient personnel.
  • Experience understanding principles, theories, and techniques of program research analysis to develop new and innovative approaches to solving submarine LIMDU/Transient personnel management issues.
  • Experience and expert knowledge of force management functions and techniques to justify manning requirements, allocations of positions and documentation to support changes and authorization.
  • Experience and knowledge of various programs including Ship Manpower Document (SMD), Shore Manpower Requirements Determination Program (SMRDP), and My Navy Assignment System (MNA).
  • Experience and comprehensive knowledge of Navy, Fleet Readiness and the Submarine Force frameworks, governance processes, and interrelationships to meet our peacetime and wartime mission demands.
  • Experience and knowledge of submarine platforms, missions, and programs to meet minimum fit (85%) and/or fill (95%) thresholds for our submarines.
  • Experience demonstrating the ability to eliminate work problems and/or barriers to mission accomplishment.
