Job Description

Duties

  • Serves as Contract Specialist responsible for a variety of duties associated with the acquisition of highly complex DHA requirements and administration of contracts through close out.
  • Collaborate with customers, acquisition team members, legal counsel, and other contracting stakeholders to develop acquisition strategies, communicate procurement requirements, and provide contracting guidance throughout the acquisition lifecycle.
  • Ensure that contracting documents and other actions necessary for successful negotiation and award are completed.
  • Reviews technical specifications or work statements for restrictiveness, conflict with contract provisions and clauses, or other problems.

  • This is an DOD Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Foundational Level in the Acquisition Career Field Contracting within 36 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: (1) Execute pre-award contracting functions for a variety of acquisitions supporting Military Treatment Facilities, such as market research, solicitation development, proposal evaluation, negotiations, and/or contract award; (2) Execute post-award contract management functions, such as modifications, closeouts, or resolution of contractual issues to ensure mission success; and (3) Analyze and recommend changes to current acquisition policies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
