Blu Omega is seeking a Program Manager to support a federal program focused on healthcare policy and pharmacy within Medicare Part B and/or Medicare Part D programs. This role operates within a remote environment and is responsible for overseeing an integrated team of specialists, reviewers, statisticians, and data analysts to achieve CMS goals and objectives related to these programs. The position requires experience supporting Medicaid and Medicare programs within a government setting.

Clearance: Ability to obtain and maintain a Public Trust or Suitability/Fitness determination
Work Authorization: Employee must be authorized to work in the United States without sponsorship now or in the future
Schedule: Standard working hours

Responsibilities
  • Oversee and manage an integrated team supporting Medicare pharmacy programs
  • Lead policy analysis and validate advanced analyses related to Medicare Part B and D
  • Supervise clinical reviews and evaluate program enhancements
  • Identify, report, and mitigate program, contractual, budget, or delivery risks
  • Collaborate with CMS and other government agencies on stakeholder engagement and technical recommendations
  • Represent the program in large meetings with internal and external stakeholders

Required Qualifications
  • Minimum of 15 years of pharmacy/healthcare experience, with 7+ years specifically in Medicare Part B and D programs
  • Proven ability to evaluate resources, processes, and roles within integrated teams supporting multi-customer environments
  • Experience managing integrated teams, including subcontractors, with oversight of budgets and delivery risks
  • Experience working with CMS data or health claims data in the Medicare and Medicaid environments
  • Knowledge of Medicare Advantage encounter data and Prescription Drug Event (PDE) data
  • Experience collaborating with CMS and other government payer programs
  • Ability to deliver technical recommendations to diverse stakeholders
  • Experience facilitating large meetings with internal and external audiences
  • Experience with federal procurement and proposal processes
  • Ability to demonstrate relationships within CMS
  • Bachelor's degree preferred; 10+ years of relevant experience may be considered in lieu of a degree
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination

Preferred Qualifications
  • PharmD, B.S. Pharmacy with 15+ years of pharmacy experience, Healthcare Administration, or related discipline
  • Certification in Project or Program Management (PMP, PgMP), pharmacy credentials (e.g., PharmD or Board Certification)
  • Experience with pharmaceutical benefit management organizations
  • Familiarity with healthcare technology systems related to pharmacy, such as EHRs or pharmacy information systems
  • Knowledge of analytic programming languages including R, Python, SAS, SQL
  • Experience presenting technical reports and findings to senior leadership
  • Published research in peer-reviewed journals
  • Ph.D. in economics, statistics, or related field

Compensation
Salary Range: $160,000.00 - $190,000.00
Final compensation is based on technical skills, experience, education, certifications, and clearance.
