Program Description
POSITION SUMMARY
The Strategic Communications and DCIPS Knowledge Management Lead owns the communications and knowledge management ecosystem for DAF DCIPS support. The role develops standardized communications, manages stakeholder messaging products, maintains knowledge resources, supports executive engagement materials, and uses feedback to improve stakeholder understanding, access, and adoption of DCIPS policies, guides, training materials, and program resources. This position is contingent based on award.
PROGRAM CONTEXT
PROGRAM DESCRIPTION
The DAF DCIPS Support program provides specialized expertise to align the work of government intelligence personnel with mission and organizational priorities, support executive and stakeholder engagement, communicate the link between individual contributions and mission success, and promote workforce growth through career paths, training, and educational opportunities.
PROGRAM SCOPE
The program scope includes DCIPS program management, policy recommendations, pay pool and awards process support, strategic communications, knowledge management, workforce training and development, content delivery, data analysis, visualization, stakeholder coordination, meeting support, reporting, and continuous improvement for AF/A2F and DAF DCIPS stakeholders.
KEY RESPONSIBILITIES
STRATEGIC COMMUNICATIONS PLANNING AND PRODUCT DEVELOPMENT
• Develop standardized layouts, templates, messaging products, briefings, emails, guides, newsletters, announcements, and stakeholder updates for DAF DCIPS communications.
• Create communications calendars, stakeholder messaging plans, outreach materials, and leadership engagement products to support clear and consistent dissemination of DCIPS information.
• Draft and refine communications products for senior leaders, HR representatives, supervisors, managers, DCIPS Components, and workforce audiences.
• Ensure communications materials are accurate, clear, accessible, properly coordinated, and aligned with Government-approved messaging.
KNOWLEDGE MANAGEMENT AND RESOURCE MAINTENANCE
• Maintain DCIPS knowledge platforms, content repositories, resource libraries, communications materials, policy references, training content, guides, and other program information.
• Support knowledge management practices that improve information access, version control, content organization, and stakeholder usability.
• Coordinate with the policy analyst, training lead, data analyst, content delivery specialist, and program integration lead to ensure content remains current and aligned to program priorities.
• Help streamline, maintain, and continuously update DCIPS messaging platforms and communication mechanisms.
FEEDBACK, OUTREACH, AND CONTINUOUS IMPROVEMENT
• Solicit and collect feedback on DCIPS communications products, outreach activities, messaging channels, and stakeholder resources.
• Analyze feedback and recommend improvements to increase reach, clarity, stakeholder understanding, and communications effectiveness.
• Support analysis and dissemination of policy announcements, survey summaries, data analysis reports, and other products that keep DAF DCIPS stakeholders informed.
• Contribute to continuous improvement of communications standards, knowledge resources, and stakeholder engagement practices.
ROLE-SPECIFIC DELIVERABLE OWNERSHIP
• Develop and maintain standardized communications templates, product layouts, communications calendars, stakeholder messaging plans, and outreach materials.
• Maintain knowledge management content updates, resource library records, content governance artifacts, leadership messaging, policy announcements, stakeholder updates, and briefing materials.
• Prepare feedback collection summaries, communications improvement recommendations, and inputs to program reviews, MSRs, meeting minutes, and executive engagement products.
• Ensure all communications and knowledge management outputs remain accurate, coordinated, version-controlled, accessible, and aligned to Government-approved DCIPS messaging.
QUALIFICATIONS
EDUCATION
Bachelor’s degree preferred in Communications, Public Affairs, English, Business Administration, Human Resources, Organizational Development, Knowledge Management, or a related field. Equivalent senior-level DoD, IC, communications, knowledge management, or headquarters staff experience may substitute.
PROFESSIONAL CERTIFICATIONS
Preferred: Strategic communications, public affairs, change management, knowledge management, project management, Agile, or comparable communications and program management certification.
MINIMUM QUALIFICATIONS
Active TS/SCI clearance.
8+ years of strategic communications, knowledge management, public affairs, organizational communications, change management, executive communications, or comparable DoD/IC communications experience.
Experience developing senior-leader-ready communications products, stakeholder messaging, briefings, guides, announcements, and outreach materials.
Experience maintaining knowledge resources, content repositories, document libraries, or program communication platforms.
Ability to coordinate with policy, training, analytics, HR, leadership, and workforce stakeholders to maintain accurate and accessible content.
Strong writing, editing, content organization, stakeholder engagement, and communications planning skills.
Can connect strategic communications with knowledge management so messaging is distributed, understood, and accessible.
Must be able to work independently in a fast-paced A&AS environment while coordinating across Government and contractor stakeholders.
PREFERRED QUALIFICATIONS
Experience supporting Air Force, DoD, IC, or headquarters-level strategic communications.
Experience supporting workforce programs, personnel programs, HR communications, or organizational change communications.
Experience using stakeholder feedback to improve communications products, knowledge resources, or outreach strategies.
Senior-level DoD, Intelligence Community, Air Force, or headquarters staff experience relevant to the role.
Ability to produce senior-leader-ready written products, briefings, trackers, meeting materials, and recommendations.
Understanding that DCIPS support requires mission alignment, discretion, documentation discipline, stakeholder coordination, and measurable program value.
