Program Description
POSITION SUMMARY
The DCIPS Program Integration Lead serves as the senior accountable lead for integrating program management, customer engagement, deliverable execution, staffing continuity, quality control, risk management, and cross-functional coordination for DAF DCIPS support. This role is the single point of integration across policy, strategic communications, knowledge management, training, workforce analytics, and content delivery activities to ensure Karthik Consulting delivers timely, accurate, compliant, and mission-aligned support to AF/A2F and associated stakeholders. This is a full-time position contingent upon award.
PROGRAM CONTEXT
PROGRAM DESCRIPTION
The DAF DCIPS Support program provides specialized expertise to align the work of government intelligence personnel with mission and organizational priorities, support executive and stakeholder engagement, communicate the link between individual contributions and mission success, and promote workforce growth through career paths, training, and educational opportunities.
PROGRAM SCOPE
The program scope includes DCIPS program management, policy recommendations, pay pool and awards process support, strategic communications, knowledge management, workforce training and development, content delivery, data analysis, visualization, stakeholder coordination, meeting support, reporting, and continuous improvement for AF/A2F and DAF DCIPS stakeholders.
KEY RESPONSIBILITIES
PROGRAM LEADERSHIP AND CUSTOMER ENGAGEMENT
• Serve as the primary contractor interface with the CO, COR, PM, TOCOR, AF/A2F leadership, and other Government stakeholders for task order performance, priorities, risks, and deliverables.
• Lead integrated program execution across the DCIPS support team, ensuring policy, communications, training, analytics, and content delivery activities are synchronized and aligned to mission requirements.
• Support stakeholder meetings, staff meetings, working groups, program reviews, kick-off meetings, and executive engagement activities.
• Maintain clear organizational lines of authority, accountability, and communication to support seamless Government-Contractor integration.
TASK ORDER MANAGEMENT AND PERFORMANCE CONTROL
• Own the Project Management Plan, integrated master schedule, work breakdown structure, staffing plan, risk management plan, Quality Control Plan inputs, deliverable tracker, issue tracker, action item log, and program metrics.
• Manage Monthly Status Reports, Program Management Review inputs, In-Progress Review support, task order performance updates, and leadership briefings.
• Track cost, schedule, labor hours, travel, staffing, qualifications, certifications, contract action items, and task progress in support of Government visibility and management reviews.
• Identify risks, performance issues, vacancies, transition concerns, and quality gaps early and coordinate corrective actions before mission impact occurs.
STAFFING CONTINUITY AND QUALITY MANAGEMENT
• Ensure qualified personnel are aligned to task requirements, maintain continuity of support, and prevent vacancies or transitions from affecting mission delivery.
• Coordinate team workload, priorities, meeting support, deliverable assignments, and quality reviews across all DCIPS support roles.
• Ensure deliverables are accurate, complete, timely, and consistent with Government direction, KC quality standards, and contract requirements.
• Support transition-in and transition-out planning to minimize interruption to ongoing work and preserve continuity of mission support.
ROLE-SPECIFIC DELIVERABLE OWNERSHIP
• Own and maintain the Project Management Plan, integrated master schedule, staffing plan, vacancy tracker, risk register, issue/action log, and deliverable tracker.
• Prepare Monthly Status Report inputs and submission packages, Program Management Review materials, In-Progress Review materials, and leadership-ready program updates.
• Provide Quality Control Plan inputs, performance metrics, task order management artifacts, kick-off meeting coordination, and transition-in/transition-out support.
• Ensure all program management outputs are traceable to task order requirements, Government priorities, and measurable delivery outcomes.
QUALIFICATIONS
EDUCATION
Bachelor’s degree preferred in Business Administration, Human Resources, Public Administration, Program Management, Organizational Development, Communications, Data Analytics, or a related field. Equivalent senior-level DoD, Intelligence Community, Air Force, headquarters staff, A&AS, or program management experience may be considered in lieu of a degree.
PROFESSIONAL CERTIFICATIONS
Preferred: PMP, PgMP, DAWIA, SAFe, Agile, or comparable program management certification.
MINIMUM QUALIFICATIONS
• Active TS/SCI clearance.
• 10+ years of DoD, Intelligence Community, Air Force, headquarters staff, A&AS, or comparable program/project management experience.
• Experience managing task order performance, customer engagement, staffing, risk, schedule, deliverables, and quality controls.
• Experience preparing senior-leader-ready briefings, status reports, schedules, action trackers, and decision-support products.
• Ability to interface professionally with CO, COR, PM, TOCOR, senior Government leaders, subcontractors, and cross-functional teams.
• Strong executive communication, contract execution, issue resolution, and team leadership skills.
• Must be able to work independently in a fast-paced A&AS environment while coordinating across Government and contractor stakeholders.
PREFERRED QUALIFICATIONS
• Experience supporting AF/A2, AF/A1, OUSD(I&S), ODNI, MAJCOM, COCOM, or Defense Intelligence Enterprise stakeholders.
• Experience supporting civilian intelligence workforce programs, personnel policy programs, DCIPS, or workforce modernization initiatives.
• Experience managing headquarters-level DoD or IC support work in a fast-paced A&AS environment.
• Ability to turn ambiguous requirements into schedules, deliverables, action plans, and Government-ready products.
• Ability to lead a senior team while preserving accountability, responsiveness, and quality across multiple workstreams.
• Demonstrated understanding that DCIPS support requires mission alignment, discretion, documentation discipline, stakeholder coordination, and measurable program value.
