The ideal candidate is a seasoned leader and skilled communicator with a strong background in facilities management, capable of managing complex projects while ensuring compliance with all applicable safety, environmental, and regulatory requirements.
The Facilities Operations & Maintenance Project Manager will serve as the primary point of contact for building managers, Contracting Officer Representatives (COR), contractors, vendors, and internal stakeholders. The Project Manager will be responsible for planning, coordinating, and managing all aspects of facilities operations and maintenance support from initiation through completion, ensuring all projects are delivered on time, within budget, and in full compliance with safety, environmental, and regulatory standards.

The Project Manager will be responsible for planning, coordinating, and managing all aspects of facilities operations and maintenance support from initiation through completion, ensuring all projects are delivered on time, within budget, and in full compliance with safety, environmental, and regulatory standards.
Principal responsibilities will include but are not limited to:
- Oversee and coordinate all aspects of facilities operations and maintenance (O&M) support, including minor building alterations and cyclical maintenance activities.
- Serve as the primary point of contact for building managers, CORs, contractors, vendors, and internal stakeholders throughout all phases of project execution.
- Plan, schedule, and manage facilities operations projects from initiation through completion, ensuring adherence to established timelines and budgets.
- Monitor and track project milestones, deliverables, and performance metrics, providing regular status updates and reports to stakeholders and leadership.
- Ensure all work is performed in compliance with applicable safety, environmental, and regulatory requirements, including federal, state, and local codes and standards.
- Coordinate and manage contractor and vendor activities, including reviewing scopes of work, overseeing performance, and ensuring quality standards are met.
- Identify potential project risks and develop mitigation strategies to minimize impact on project schedules and budgets.
- Conduct site inspections and walkthroughs to assess facility conditions, identify maintenance needs, and verify completion of work.
- Develop and maintain comprehensive project documentation, including schedules, budgets, reports, and correspondence.
- Collaborate with cross-functional teams and government stakeholders to reconcile project requirements and ensure alignment with mission objectives.
- Support the development and review of Statements of Work (SOW), cost estimates, and procurement documentation.
- Manage and coordinate cyclical and preventive maintenance programs to ensure optimal facility performance and longevity.
Education and Experience:
Required:
- Bachelor's degree in Facilities Management, Construction Management, Engineering, Business Administration, or a related field from an accredited college or university. Equivalent experience may be considered in lieu of degree.
- Minimum of 10 years of experience in operations and maintenance (O&M) support services and/or facilities management.
Required Skills and Competencies:
- Exceptional communication skills in English - both written and oral - with the ability to effectively communicate with technical and non-technical stakeholders at all levels of an organization.
- Demonstrated ability to manage multiple projects simultaneously while maintaining attention to detail and meeting deadlines.
- Strong knowledge of facilities operations and maintenance principles, practices, and industry standards.
- Experience serving as a primary point of contact for government representatives, building managers, CORs, contractors, and vendors.
- Proficiency in project management methodologies, including the ability to develop and maintain detailed project schedules and budgets.
- Knowledge of applicable federal, state, and local safety, environmental, and regulatory requirements governing facilities operations and construction activities.
- Experience reviewing and managing contractor performance, scopes of work, and quality assurance processes.
- Ability to conduct facility inspections and assessments, identify deficiencies, and develop corrective action plans.
- Strong problem-solving and decision-making skills with the ability to identify risks and implement effective mitigation strategies.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Project) and project management tools.
- Ability to develop and maintain thorough project documentation, reports, and correspondence.
Clearance Requirement:
- Active Top Secret/SCI clearance.
Desired Skills and Competencies:
- Project Management Professional (PMP) certification or equivalent.
- Certified Facility Manager (CFM) designation from the International Facility Management Association (IFMA).
- Experience working in a federal government facilities management environment.
- Familiarity with government contracting processes, Federal Acquisition Regulations (FAR), and working with Contracting Officer Representatives (COR).
- Experience with Computerized Maintenance Management Systems (CMMS) and/or facility management software platforms.
- Knowledge of energy management and sustainability practices in federal facility operations.
- Experience supporting Indefinite Delivery/Indefinite Quantity (IDIQ) or other government contract vehicles.
- OSHA 30-hour Construction or General Industry certification.
