Construction Change Manager -

Project: United States Army Corps of Engineers support at Pituffik Space Base, Greenland

We are seeking a highly organized and technically skilled Change Manager to support a large construction project by leading the change order process from identification through closeout. This role provides technical, contractual, cost, and schedule analysis to field personnel, project leadership, subcontractors, and client representatives to ensure changes are properly evaluated, documented, tracked, approved, and implemented.

The Change Manager will help protect project scope, budget, schedule, quality, and contractual compliance by maintaining disciplined change control procedures, clear documentation, timely communication, and accurate reporting across the project team. The person will perform a significant amount of work on location at Pituffik Space Base, Greenland, up to 50%.

Key Responsibilities:

Change Management and Governance
  • Lead end-to-end change lifecycle: Manage the complete change process from identification and evaluation through approval, implementation, and closeout.
  • Enforce governance: Establish and maintain project change control procedures that align with contract requirements and client expectations.
  • Manage the change log: Maintain a centralized tracking log for all change statuses, financial exposure, schedule impacts, and approvals.
  • Streamline review cycles: Coordinate timely change reviews and decisions across engineering, procurement, construction, and client teams.
  • Integrate approved changes: Communicate approved updates to the project team and ensure seamless integration into baseline scope, budget, and schedules.

Commercial, Cost & Schedule Impact Management
  • Validate change pricing: Partner with project controls and finance to evaluate labor, material, equipment costs, markups, and time-related impacts.
  • Quantify project impacts: Assess cost and schedule variances driven by design changes, differing site conditions, delays, acceleration, and scope gaps.
  • Integrate schedule adjustments: Support schedule impact analyses and ensure approved changes are integrated into project baselines and forecasts.

Stakeholder & Contractor Management
  • Act as primary liaison: Serve as the central point of contact for change-related matters across PMO, field teams, subcontractors, leadership, and contracts.
  • Assist negotiations: Lead alignment meetings and participate in negotiation sessions to resolve change orders timely and equitably.
  • Advise project leadership: Provide clear recommendations regarding entitlement, commercial exposure, schedule risk, and negotiation strategies.
  • Enforce compliance: Promote disciplined communication and documentation practices to minimize project risk and ambiguity.

Claims & Dispute Support
  • Resolve construction claims: Support the evaluation, negotiation, and resolution of claims, disputed changes, and requests for equitable adjustment (REAs).
  • Build defense documentation: Compile contemporaneous records, cost data, and timeline analyses to support or defend the project's contractual positions.
  • Develop settlement positions: Coordinate with contracts, legal and technical experts to draft fact-based positions and dispute settlement recommendations.

Reporting and Process Improvement
  • Develop regular reports and dashboards summarizing change order status, pending approvals, aging items, financial exposure, schedule impact, cycle times, and key risks.
  • Identify process improvements and lessons learned to improve change identification, documentation quality, and approval cycle time.

Key Skills and Competencies
  • Excellent communication, negotiation, facilitation, and stakeholder management skills.
  • Strong organizational discipline with the ability to maintain accurate records, manage competing priorities, and work effectively under schedule pressure.
  • Able to maintain motivation and work discipline in austere arctic conditions.
  • Develop positive and collaborative relationships with co-workers, sub-contractors, and government customers.
  • Ability to work in a fast-paced, team focused environment. This position will be required to extensively collaborate within a multifunctional team.

To be Successful in this role, you will have:
  • Bachelor's degree in construction management, engineering, or a related field
  • 8-10 years of direct experience in construction contract administration, change management, project controls, or related project delivery roles.
  • 5 years of EMP/ HEMP experience in the DoD industry for MIL-STD-188-125-1 , -1A, -2.
  • Ability to read and interpret construction drawings, specifications, statements of work, contract clauses, change provisions, field reports, and critical path schedules.
  • Working knowledge of Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Ability to work extended field shifts, walk active construction sites, document field conditions, and lift up to 50 pounds as required.
  • Ability to interpret Microsoft Project and P6 project scheduling outputs.
  • The ability to travel up to 50%
  • The ability to obtain DOW Secret security clearance

Additional Desired Skills and Experience:
  • Experience supporting federal, USACE, Department of Defense, or other government construction programs.
  • Familiarity with RMS and USACE construction management processes.
  • Professional certification such as PMP, CCM, or equivalent.
  • Current DOW Secret security clearance.
