Job Description

Duties

  • You will execute realistic, policy-based, and Navy Mission Essential Task (NMET) driven training events that validate training requirements and prepare the installation for emergency/contingency operations.
  • You will plan, develop, and coordinate installation level Shore Response Training and Exercise requirements based on installation NEMT List.
  • You will ensure installation Anti-Terrorism/Force Protection, Emergency Management, Emergency Preparedness, Command Control and Communication, and Joint Training Plans are aligned with training initiatives.
  • You will analyze and assess the installation's readiness with regard to the fundamental pillars of the Defense Readiness Reporting System-Navy (DRRS-N) and major departmental programs.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

(1) Able to develop installation training policies and operating procedures in compliance with Region and CNIC standards and administer training program to ensure mission readiness. (2) Facilitate installation exercises/drills to validate high level of installation readiness in the areas of fire, life, and safety. (3) During emergency response and incident management, able to provide expert guidance and assist in coordinating response efforts. Involved with developing and practicing emergency response plans. (4) Manage, maintain, and update the Navy Training Information Management System (NTIMS) in support of installation workforce for integration into centralized system for managing the Navy's complex training enterprise to ensure Fleet readiness.

PHYSICAL REQUIREMENTS: The work is administrative in nature. Manual dexterity is required in operation of a computer, calculator, and other office machinesThe work requires some walking and climbing associated with the execution and planning of training events, including some assignments that may require the physical ability to drive to site along with occasionally being exposed to the weather (heat, cold, rain, snow, etc.). During the conduct of training events, the incumbent may be expected to stand for long periods of time during exercise evaluation or be expected to move props and training aids in support of training events. Regular and recurring physical exertion may result from activities inherent in performing in this position

.WORK ENVIRONMENT: The majority of the work is performed in reasonable well-appointed office spaces. There may be local travel and occasional travel to other Navy installations within the United States for exercise planning purposes. Incumbent may be required to perform some work on board ships and other locations for coordination, observation, or evaluation purposes when planning and conducting regional training exercises. Travel may be required up to 20 percent of total job time.

EMPLOYEE SAFETY RESPONSIBILITY: The employee is responsible for accomplishing assigned work in a manner that will assure his or her own safety and the safety of others. Employee shall observe all safety precautions applicable to duties, shall report immediately to supervisor any accidents resulting in property damage or personal injury (no matter how slight), and shall report for medical treatment as soon as possible after the occurrence of any injury. Employee shall wear or use protective clothing or equipment of the type approved by the Safety Department when required in the safe performance of duties.

Education

In lieu of experience, applicant may qualify with the following education:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
