We are seeking a Configuration / Release Manager to support controlled configuration and release management for a VA healthcare application upgrade involving MUMPS/VistA and Java application components. This role is focused on configuration baselines, change control, build and release package management, deployment readiness, release approval coordination, version control, and traceability of release evidence through the delivery processes. The Configuration / Release Manager works closely with project leadership, developers, testers, operations, sustainment, and Government stakeholders to ensure each release is properly controlled, reviewed, approved, and ready for implementation.
DUTIES AND RESPONSIBILITIES:
· Lead configuration, change, and release management activities for application upgrade builds, workflow/interface changes, deployment packages, and production release events.
· Establish and maintain configuration baselines for release packages, deployment artifacts, build contents, version histories, change records, controlled repositories, and production-aligned baselines.
· Coordinate build packaging, release candidate review, version labeling, release approval checkpoints, and promotion readiness across development, test, staging, and production-aligned environments.
· Support configuration and release processes related to Initial Operating Capability readiness, User Acceptance Testing readiness, Software Quality Assurance evidence, warranty/support inputs, build review, and release approval.
· Prepare, coordinate, and maintain release-management artifacts, including Version Description Documents, Release Notes, build manifests, release checklists, change logs, deployment records, and configuration status accounting records.
· Verify build and release package readiness by confirming approved scope, component versions, dependencies, configuration settings, test evidence, deployment notes, rollback/backout considerations, and stakeholder approvals.
· Maintain traceability from approved requirements and change records through build contents, test evidence, approval decisions, release artifacts, deployment records, and post-release validation.
· Coordinate go/no-go readiness, deployment preparation, rollback/backout considerations, limited-interruption planning, post-deployment validation, issue triage, and release closure activities.
· Perform configuration audits and release package reviews to identify missing artifacts, version mismatches, unauthorized changes, incomplete approvals, or readiness gaps.
· Provide release status, risks, issues, approvals, dependencies, decision points, and release readiness inputs to the Project Manager and Government stakeholders to support overall project tracking and reporting.
KNOWLEDGE AND SKILLS REQUIRED:
· 6+ years of configuration management, release management, deployment coordination, change control, or related enterprise IT delivery experience.
· Experience managing configuration baselines, release packages, build manifests, version histories, change records, release checklists, deployment records, and configuration status accounting information.
· Experience coordinating controlled software releases across development, test, staging, production, and sustainment environments.
· Working knowledge of change control, release governance, build/package review, release readiness, approval workflows, rollback/backout planning, post-release validation, and configuration audits.
· Experience preparing or maintaining Version Description Documents, Release Notes, release checklists, deployment records, change logs, and release package evidence.
· Ability to maintain traceability between approved changes, release contents, test evidence, approvals, deployment decisions, and post-release validation results.
· Familiarity with MUMPS/VistA and Java/JEE release patterns, or equivalent experience coordinating releases for multi-technology enterprise application environments.
· Strong organization, analytical, facilitation, written communication, verbal communication, stakeholder coordination, documentation-control, and issue-management skills.
KNOWLEDGE AND SKILLS DESIRED:
· Experience supporting VA, Federal healthcare, or other regulated IT programs is a plus.
· Familiarity with release coordination across legacy health IT platforms, Java/JEE components, interfaces, middleware, or messaging components.
· Familiarity with source control, artifact repositories, release governance tools, or deployment workflow tracking tools.
· Experience working with GitHub (Git), Jenkins (CI/CD) and Jira.
EDUCATION:
· Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related discipline, or equivalent experience.
CLEARANCE:
· Must be able to obtain and maintain a Public Trust clearance.
