DESCRIPTION OF RESPONSIBILITIES:
- Have full authority to act for the Contractor on all contract matters relating to daily operation of the program.
- Oversee manpower support of the applicable Defense Centers for Public Health, supporting the DHA mission to sustain and protect the health of the force.
- Will be responsible for the performance of the work.
- Will manage the non-personal services for mission-required subject matter expertise and Public Health operational support/services to the Government. These severable, non-personal services will meet urgent Public Health issues and current and emerging health threats of Public Health interest.
- Provide all required personnel and services vital to enhance defense readiness by identifying and assessing current and emerging health threats, developing and communicating public health solutions, and assuring the quality and effectiveness of defense public health.
- Inform the COR of issues or potential issues that might affect the contract performance within 8 working hours of identifying those issues. Verbal reports shall be followed up by written reports within 2 business days.
- Must be available between the hours of 0700 to 1800, Monday through Friday.
- Must attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services as required by the Government to provide effective communication and impart necessary information.
- Provide on-site supervision to ensure that all functions of the contract are carried out in an efficient, courteous and professional manner and to assure that the policies and procedures are followed.
- Manage the structure, processes and procedures necessary to control operations and organize changes to performance objectives.
- Generate and deliver monthly overall progress report to COR and/or other identified stakeholders.
- Maintain a Government Furnished Equipment (GFE) inventory in real time to be provided to the COR monthly.
- Maintain a mandatory training tracking spreadsheet that ensures all personnel are up-to-date on required training which shall also be provided to the COR monthly.
- Maintain copies of all completed training certificates and provide to the COR, if/when necessary.
- Maintain a current contract requirement staffing report to be provided to the COR monthly.
- Conduct regular program reviews to ensure accountability in performance of contract-related functions and management of projects, stakeholders and suppliers are in place.
- Coordinate with the COR to ensure a timely deliverable schedule.
- Provide, on a weekly basis, a status of all contract vacancies.
- Other duties as assigned by Supervisor.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
- Minimum of a Bachelor's Degree in Healthcare Administration, Business Administration, Public Health or similar field.
- PMP Certification or equivalent training preferred.
REQUIRED SKILLS AND EXPERIENCE:
- Must have two (2) years of project management experience managing a government manpower contract.
- Must have two (2) years of project management experience managing a technical manpower contract (preferably Public Health).
- Must have experience with Microsoft Office products.
DESIRED SKILLS AND EXPERIENCE:
- Experience working in a DoD Government environment preferred.
REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be a U.S. Citizen; for the purposes of this effort Visa and Green-card holders are not eligible.
- Must be eligible to obtain and maintain the Position of a Public Trust.
