Minimum Qualifications:
Education:
- Bachelor's degree (Engineering or Physics preferred) and/or at least five (5) years of experience in a related field, which may include:
- Experience with RF test equipment such as spectrum analyzers, network analyzers, signal generators, oscilloscopes, and cellular base station transmitters.
- Hands-on skills related to troubleshooting, C, and repairing mechanical, electrical, or computer equipment.
Experience:
- Formal training in Electronic Warfare Systems and/or Counter Radio Control Improvised Explosive Device Electronic Warfare (CREW).
- NOTE - post hire, ECM SME must obtain twenty-four hours of annual continuing education (CE). The courses must be pre-approved by the ECM GPM. CE is not required if the ECM SME possesses an Electrical Engineering Degree or other Engineering Degree at the discretion of the GPM.
- Knowledge of engineering software products such as LabView, Solidworks, Fusion 360, Cura, Android Studio, MATLAB, RF analysis software, or other similar software tools.
- Preferred experience in the use of Computer Aided Design (CAD) and additive manufacturing (3D printing) software and tools to create models, prototypes, finished end-use components, and technical design packages.
- Engineering/Technical background highly desired.
- Up to 30% - 40% Travel expected.
- Must possess a Top Secret clearance and ability to obtain SCI access.
Additional Quals:
- Experience as a SME in a military or law enforcement intelligence, counter-IED or military EOD field, demonstrating increasing levels of competency and responsibility.
- Experience monitoring and performing administrative processes, such as the establishing, identifying, and/or monitoring project requirements, progress, funding status, overlapping objectives, and adjusting direction to ensure successful project completion.
- Experience preparing and maintaining reports, project files and presentations relative to assigned program.
- Experience providing information, expert advice, and guidance for the act of persuading others to consider recommendations made or to advocate for a position using abstract concepts and facts clearly and effectively to share with various entities.
- Experience leading analysis and training efforts on highly complex problems or mission specific operational problems.
- Experience directing technical teams on operational and/or developmental projects throughout system life cycle (to include development of requirements to final delivery).
- Experience providing instruction and mentorship to students on specific topics related to prior personal experience.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.), having the ability to translate complex ideas into succinct written and/or presentation products.
Job Description:
VNE, LLC is seeking an ECM SME to help provide technical, administrative, program, and training support services to CIEDS with project management, analytics, training, systems engineering, and logistics support.
The ECM SME provides technical expertise and support in one or more of the following areas:
- Providing ECM technical support during training events, consultation regarding the creation of ECM Operator Certification training curriculum, and yet unidentified HDS support activities.
- Applying technical expertise to assist the GPM or GTL with other technical or engineering projects in support of the broader CIEDS.
- Providing technical staffing for sustainment courses, field office trainings, or HDS courses at the discretion of the GPM/GTL.
- Assisting the CIEDS with coordinating resources, preparing briefs, facilitating meetings or technical exchanges with the Department of Defense (DOD) and Other Government Agencies (OGAs), and as otherwise directed to support program management needs of the FBI.
- Assisting CIEDS in identifying requirements and opportunities for integrating new technologies and capabilities within the ECM program.
- Assisting in the identification of capability gaps and opportunities for technology maturation, to include non-ECM tools or technologies that could advance or improve the CIEDS mission effectiveness and safety.
- Supporting the sustainment and fielding of equipment for the CIEDU to include technical support i.e. technical reach back, fielding and repair, lifecycle replacement status and equipment documentation to determine operational stock requirements (inventory, maintenance).
- Assisting GPM/GTL with technical or engineering projects supporting the broader CIEDS mission. Examples of support may include but is not limited to: use of specialty software such as LabView, Solidworks, Fusion 360, Cura, Android Studio, MATLAB, RF analysis software, or other similar software tools , tool design and prototyping, testing and evaluation of mechanical/electronic equipment or tooling, database development and maintenance, technical data package development and/or review, and materials sourcing (raw and manufactured goods).
Essential Duties of the Job:
- Ability to communicate task requirement information to client in a clear and concise manner.
- Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
- Requires visual acuity to use a keyboard.
- Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
- Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face
