Job Description

Duties

  • Directs division operations through subordinate branch supervisors to establish long-term program schedules, workloads, and milestone plans.
  • Establishes performance guidelines and expectations for subordinate staff to define individual standards within the performance management system.
  • Coordinates program reviews with technical and financial working groups to ensure workforce milestones comply with federal statutes and policies.
  • Directs administrative and business services, managing space allocation, manpower analyses, and personnel actions for the information mission.
  • Advises senior leadership on personnel issues, evaluating staffing requirements and compensation levels to maintain optimal resource alignment.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position is required.
  • This position requires the submission of a Confidential Financial Disclosure Report, OGE-450, under 5 CFR 2634.90(a) prior to entering on duty and annually thereafter.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Directing strategic planning, setting organizational goals, and evaluating agency-wide program performance; Managing multi-year manpower planning, human capital strategy, and program budget formulations; and Interpreting national or federal strategic directives, such as Presidential, OSD, OMB and representing senior leadership in high-level interagency negotiations..

Education

There is no substitution of education for the qualifying experienceat the GG-15 grade level.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three year trial period may be required if you have not previously completed a trial period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Accepting this position, you may be required to serve a 3 year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).

  • Program Management Advanced: Selectee must have their Program Management Advanced Certification (or be eligible for certification within 48 months of appointment) in the DAWIA Program Management Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 48 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
