Job Description
Duties
-Initiate, develop, set specific objectives, and evaluate performances and installation environmental programs to ensure compliance with pertinent governmental policies, directives, instructions, applicable laws, agreements, and criteria established by Congress.
-Provide consultation and advisory services in support of environmental administrative issues.
-Communicate critical issues to other staff members, serviced installations, and superiors.
-Provide specific direction regarding member assignments, work prioritization, and scheduling to execute specific environmental programs.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific positions to include the Individual Occupational Requirements Professional Engineering Positions, 0800, Community Planning Series 0020, General Natural Resources Management and Biological Sciences Series 0401, General Physical Science Series, 1301.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
0020: Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
0801/0819: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-02, or GS-11 equivalent in other pay system. Examples of specialized experience includes the ability to interpret environmental regulatory requirements at the federal, state, and local levels; develop regional processes based on federal, state, and local requirements, participate in difficult compliance negotiations with regulatory agency officials, and works closely with, installation environmental staff to manage compliance issues such as adjudication of notices of violations (NOV) and/or other enforcement actions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of current U.S. environmental laws and regulations, instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs.
2. Knowledge of programming, budget, and funding processes and ability to forecast, develop, and evaluate resource requirements pertaining to environmental programs.
3. Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management.
4. Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations, and orders.
5. Knowledge of construction and service contracting procedures relevant to executing environmental related contracts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
