Job Description

Duties

As a LOGISTICS MANAGEMENT SPECIALIST at the GS-0346-13 some of your typical work assignments may include:
  • Functional lead responsible for developing, coordinating, executing, and administering USTRANSCOM ACSA Program.
  • Serve as an expert on the development and execution of USTRANSCOM Implementing Arrangements (IA) under the Acquisition and Cross- Servicing Agreements (ACSA) Program.
  • Ensure command IA's are in compliance with higher level directives and instructions and are in accordance with statutory, regulatory, and Financial Improvement and Audit Readiness (FIAR) requirements.
  • Prepares functional descriptions, development plans, and specifications for the
    USTRANSCOM ACSA program, provides policy inputs for the ACSA Global Automated Tracking and Reporting System (AGATRS), and briefs senior Command officials on program status. Represents USTRANSCOM to foster positive international relations, acting as the Command representative at ACSA and OSD community of interest working groups.
  • Serve as a Defense Transportation System and logistics expert.

  • This is a temporary position not-to-exceed 14-JAN-2028 and may be made permanent without further competition.
Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Coordinating closely with all levels of personnel in the Acquisition and Cross- Servicing Agreements (ACSA) program.
  • Processing and approving financial tracking of ACSA payments from Allies and Partners for transportation services.
  • Providing advice and guidance to senior leaders and headquarters staff on the negotiation, development, drafting, staffing, reviewing, approving, implementation and termination of ACSAs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
