Technical Project Manager ' Training Lead
Atlas Technologies is seeking a highly motivated Technical Project Manager to lead technical training strategy, delivery, and operational readiness for the TNIS-WAN program and associated U.S. Coast Guard (USCG) initiatives. This role provides leadership and oversight for all training operations, training environment management, and C-SIF Lab coordination in support of large-scale modernization efforts delivered through our partnership with the U.S. Navy and Naval Information Warfare Center (NIWC).
The ideal candidate has proven experience developing and executing training programs and coordinating complex schedules across multiple stakeholders. This individual will drive standardization, ensure training quality, and partner closely with USCG customers to align training and lab operations with mission and installation timelines.
In this position, you will collaborate with government sponsors, industry partners, engineers, and product teams to deploy efficient, mission-focused solutions. You will coordinate resources and balance constraints to deliver measurable success.
This role supports projects delivered to the U.S. Coast Guard through our U.S. Navy, Naval Information Warfare Center (NIWC) partnership. Work is primarily on-site in Charleston, SC Alexandria, VA.

You Will:
- Lead TNIS-WAN Training Operations
- Lead the TNIS-WAN Training Group and oversee all training planning, execution, and quality assurance.
- Standardize training methodologies, delivery practices, evaluations, and instructor procedures across all courses.
- Update, reformat, and maintain all technical training materials, ensuring accuracy, clarity, and alignment with current TNIS-WAN configurations.
- Maintain a fully operational in-person training environment, including hardware, software, imagery, and network configurations.
- Ensure training systems remain aligned with production baselines and release cycles.
- Plan, schedule, and coordinate all in-person training events (local and remote), ensuring alignment with customer availability and project installation timelines.
- Track class survey results, compile metrics, and implement course improvements based on feedback and performance data.
- Manage USCG C-SIF Lab Operations
- Oversee access, operations, and configuration management for USCG C-SIF Lab areas.
- Coordinate C-SIF Lab usage with project milestones, installation schedules, and stakeholder needs.
- Partner with USCG stakeholders, technical leads, and customers to align lab activities with program priorities.
- Ensure lab spaces, equipment, and systems remain fully operational and compliant with security and safety requirements.
- Support Program and Project Execution
- Collaborate closely with program and project managers, engineers, and customer teams to ensure training and lab operations support overall project success.
- Maintain detailed schedules, risk awareness, and readiness reporting related to training and lab functions.
- Provide subject matter expertise on training readiness during planning, design, and deployment phases.
- Support AFSO Responsibilities
- Support the Assistant Facility Security Officer (AFSO) with activities unique to the USCG contract, including processing VISIT/VAR requests, coordinating uscg.mil account needs, and ensuring personnel remain compliant with facility and contract-specific security requirements.
You Have:
- U.S. Citizenship.
- Ability to obtain and maintain a DoD Top Secret Security Clearance with SCI.
- 5+ years of project manager, training management, or event coordination experience within DoD, DHS, or USCG environments.
- Experience developing or delivering training in a DoD, DHS, or USCG environment.
- Strong organizational, scheduling, and customer engagement skills.
- Ability to coordinate across diverse technical teams, stakeholders, and mission partners.
- Proficiency with Microsoft Office tools (Excel, PowerPoint, Word, Project, Visio).
- Strong written and verbal communication skills.
- Ability to guide and support team members through effective leadership and clear expectations.
Education and Experience:
- Bachelor's degree in engineering, Computer Science, Information Systems, Education/Training, or a related field. 10yrs of equivalent experience in lieu of degree.
- Minimum of 5 years in technical training, project management, or lab operations within a defense environment.
- Minimum 3yrs Experience in USGC Shipboard INTEL/TCA Operations
We'd Be Impressed If You Have:
- Master's degree or advanced technical training credentials.
- Experience supporting U.S. Coast Guard programs, C5I systems, or TNIS-WAN deployments.
- Familiarity with DoD or DHS training development frameworks.
- Experience with lab management, virtualization, imaging systems, or configuration management tools.
- PMP or similar certification preferred.
- Lean Six Sigma or instructional design certifications.
