Title: Project Manager Non-Tech III - Environmental Health and Safety Specialist
Locations: Fort Irwin, CA 92310
Duration: 6+ Months contract with possible extension or conversion FTE
Rate Range: $45 - $48/Hour on W2 (Without medical benefits & no PTO meaning no federal/national holidays as well)
Security Clearance: This position requires the candidate to be able to obtain a trusted background check and pass a National Criminal Information Check (NCIC). In order to obtain a clearance you need to be a US Citizen and show proof of citizenship
Job Summary:
We are seeking an Environmental Health and Safety Specialist in Fort Irwin, CA to support our team to support our Deep Space Communications Network Services Contract (DSN) with NASA.
Responsibilities:
• Conduct regular Safety, Health and Environmental Construction site safety and health inspections and maintain a written deficiency tracking log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions and estimated and actual dates of corrections.
• Manage contractor safety program to include attending pre-construction meetings, pre-work meetings including preparatory inspection meeting, and periodic in-progress meetings.
• Collect, compile and analyze information from various sources on a variety of specialized topics related to assigned EHS programs; prepare a variety of reports including statistical and narrative reports.
• Maintain written safety inspection/audit records/reports.
• Apply an acceptable safety program to ensure site compliance with all Fed OSHA and Cal OSHA, including knowledge of consensus standards (i.e. NFPA 70E, ANSI and NFPA 101).
• Consult with Department Managers and EHS personnel in the implementation of EHS programs, hazard analysis, problem solving, and corrective action plans.
• Establishes, maintains, and updates local EHS policies and procedures.
• Act as a resource to managers and supervisors in the maintenance of their department EHS programs.
• Perform safety hazard analysis and provides hazard mitigation as directed by the EHS Supervisor.
• Conduct accident and near miss investigations.
• Develop/Manage EHS related programs to include training for complex personnel.
• Build and foster an EHS culture for personnel .
Required Qualifications:
• The ability to undergo a trusted background check and pass a National Criminal Information Check (NCIC). In order to obtain a clearance, you need to be a US Citizen and show proof of citizenship
• Bachelor's Degree from an accredited college or university in Occupational Safety, Safety Engineering, Occupational or Environmental Health, Industrial Engineering, or a safety related field, and 8 - 10 years progressively responsible experience administering a safety program or a Master's with 6 - 8 years of experience.
o Four years related experience may be substituted in lieu of Bachelor's Degree.
• Certified Safety Professional (CSP) designation
• Must possess and retain a valid California drivers' license.
• Ability to manage the EHS of multiple construction site projects with changing priorities and deadlines.
• Ability to work effectively, both independently and as part of a dynamic team. Must demonstrate ability to interface with both external and internal customers.
• Must be detail-oriented, able to adhere to deadlines and have strong technical, organizational and communication skills.
• A sound knowledge of and certification course(s) on federal, state, local laws and regulations pertaining to construction safety.
• Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
• Knowledge in the fields of safety and health compliance and auditing.
• Knowledge of governmental regulations and applicable standards such as EPA, OSHA. NIOSH, APCD and NFPA 70E that affect employee and environmental health and safety.
• Technical expertise in analyzing numerical and claims data and industry performance measures such as Loss Time Injury Rates, Frequency Rates, and OSHA 300 Recordable Rates.
• Effective written and oral communication skills as well as effective leadership skills.
• Ability to prepare, compose and present reports to all levels of management.
• Knowledge of MS Word, Excel, Power Point, and related IT systems.
• Ability to lift up to 50lbs.
• Ability to climb antenna's up to 250ft.
Desired Qualifications:
• Certification as a Construction Safety and Health Technician (CSHT) or Occupational Safety and Health Technician (OHST) by the Board of Certified Safety Professionals preferred.
• OSHA 500/501 Train the Trainer certification preferred but not required.
