Tharros provides support to Headquarters Air Combat Command (HQ ACC) at Langley Air Force Base, Virginia. Support includes a full range of Information Warfare training and operations, Information Systems & Operations, Communications, Administrative Support, and Knowledge Based Services across the air, space, and cyber domains.

In this role, you will p lan, develop and implement m ethods, procedures, and techniques required to govern and implement DAF wide decisions that impact the Connect, Protect, Compute and Store, Enterprise Services and End User Device Portfolios. Relocation assistance available to well qualified candidates. The IT Project Manager will support HQ ACC/A6 Enterprise Information Technology (EIT) with the following tasks:

  • Provide expert consultation and perform related work in response to business and mission needs at the various HQ ACC/A6 Directorate Offices, Program Offices, and Field Organizations.
  • Support the EIT Management process by providing action officer activities by producing senior level (O6) quality briefings, presentations, and bullet background papers and white papers as directed.
  • Develop and articulate convergence opportunities that align Lead Command Operational goals and objectives with the DAF strategic vision by using the projected associated cost, schedule and performance timelines to determine the overall investment window for any assigned program or requirement.
  • Perform EIT Management tasks in support of ACC/A6X which include, but not limited to the development of short and long range capital planning and investment controls that are aligned with current or future strategic plans, according to the guidelines and priorities put forth by the HQ ACC/A6 Directorate and/or A6O Division or Branch chief guidance.
  • Review, draft, edit, develop and provide Concept of Operations (CONOPS), Initial Capability Documents (ICD), Capabilities Development Document (CDD), Capabilities Production Document (CDP), Acquisition Program Baseline (APB), and Test and Evaluation Management Plan (TEMP), EIT governance policies/rules, training objectives, standard operating procedures and other associated criteria required to implement an integrated Enterprise solution.
  • Research, analyze, develop and apply the associated justifications in support of ACC/A6X to support the strategic Program Objective Memorandum (POM), Budget Estimate Submission (BES) and President's Budget resources in order to accomplish the EIT Portfolio mission. Ensure the validity, integrity, and security of annual POM submissions and maintain awareness and tracking of annual submissions and coordinate changes through ACC/A6X in support of DAF programming data to the USAF Future Years Defense Program (FYDP).
  • Manage cost, schedule, and performance for assigned programs/requirements.
  • Plan training, equipment deployment, installation, technical support, engineering and sustainment to DAF and ACC Lead Command assigned programs.
  • Conduct technical research and present recommendations on new technology or capability solutions for mission/performance enhancements, problem resolution, cost savings. or other efficiencies. Provide cost estimates, evaluation of proposed solutions, and develop EIT requirement implementation and/or transition plans.
  • Lead or attend AF led architecture working groups/meetings/briefings and other architecture-impacting working group or summits.
  • Identify and evaluate DoD Joint Information Environment and AF architecture strategies, guidance, and policies to ensure EIT compliance with higher-level architecture direction, mandates and requirements.


Requirements
  • Must have active Secret clearance.
  • Bachelor's degree and one (1) of any of the following certifications: Microsoft certifications (Azure, data & AI, Dynamics 365, modern workplace, business applications, etc), Google Cloud, Amazon Web Services, VWware, Oracle Cisco Certifications, ITIL 4 Foundation Level/IT Service Management, PMP, Agile/Scum, Certified Information Systems Security (Manager or professional).
  • Knowledge of Information Technology Service Management (ITSM) practices and the application of those practices in project management.
  • Basic understanding of the DAF organizational structure and how the Planning, Programming, Budgeting, and Execution (PPBE) and IT acquisition lifecycle tie into IT management.
  • Ability to bridge strategy into operational level planning and guidance.
  • Application knowledge of basic IT principles as it relates to the Transmission Control Protocol/Internet Protocol (TCP/IP) and Open Systems Interconnection (OSI) models.
  • Demonstrated ability to communicate (writing, editing and verbalizing) at both a technical and non-technical level and provide General Officer or Senior Level Executive products and documentation.
  • Ability to train others in basic functions as it relates to IT management.
  • Thorough understanding of Enterprise task Management Software Solution (ETMS2) and Microsoft (MS) office application products to include: Outlook, Excel and PowerPoint.
  • Ability to define time/task-based plans based on specified objectives to achieve a desired end state.
  • Demonstrated experience in writing, reviewing and/or editing technical documents such as Concept of Operations, Implementation Plans and Training Plans.
  • Thorough experience in project management.
  • Ability to lead cross-functional project teams.
  • Working knowledge of Scaled Agile Framework (SAFe) and ITIL Foundation 4.
  • Experience with Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) technologies (other as a Service offerings may be considered).
