Program Manager / Budget Analyst — Software Systems (RDT&E)

Position Overview:
We are seeking an experienced Program Manager / Budget Analyst to support mission-critical software systems programs across the research, development, test, and evaluation (RDT&E) lifecycle. This is a hybrid role that combines program management discipline with hands-on budget execution and financial analysis in a fast-paced government/DoD environment.
The ideal candidate is equally comfortable in a program review briefing leadership on schedule status and in the weeds of an obligation/expenditure report reconciling funding lines. You will serve as a key link between technical software development teams and the fiscal, acquisition, and contracting processes that keep their programs funded and on track. Success in this role requires both attention to detail and the ability to see the bigger picture of program health.
Key Responsibilities:
-Manage cost, schedule, and performance (CSP) across software development programs, establishing baselines, tracking execution, and reporting variances to government and contractor stakeholders.
-Execute and monitor RDT&E budgets, ensuring funds are obligated and expended in accordance with appropriation rules, color-of-money constraints, and program timelines.
-Prepare, process, and track Military Interdepartmental Purchase Requests (MIPRs) and other government purchase actions, coordinating closely with finance and contracting personnel through completion.
-Support program planning, milestone reviews, and execution reporting for software systems and associated test and evaluation (T&E) efforts.
-Develop budget projections, spend plans, burn-rate analyses, and ad hoc financial analyses to inform leadership decisions and resource allocation.
-Coordinate across technical teams, contracting offices, and government customers to keep programs on cost and on schedule.
-Identify funding shortfalls, execution risks, and schedule conflicts early, and recommend practical mitigation strategies.
-Prepare and deliver clear, accurate briefings and status reports for both technical and non-technical audiences.
Required Qualifications:
-Active Secret security clearance or higher.
-Mid-career or senior-level experience in program management and/or budget analysis within a DoD or federal environment.
-Demonstrated experience with budget execution and RDT&E appropriations.
-Working knowledge of the MIPR process and military/government purchase actions.
-Proven experience tracking cost, schedule, and performance on technical programs.
-Familiarity supporting software systems development and/or test and evaluation programs.
-Strong analytical, organizational, and written and verbal communication skills.
-Ability to manage multiple priorities and competing deadlines independently.
Preferred Qualifications:
-Bachelor's degree in business, finance, engineering, or a related field.
-PMP, DAWIA, or equivalent program management/acquisition certification.
-Experience with DoD financial management and accounting systems and reporting tools.
-Prior experience supporting software-intensive or agile development programs in a defense setting.
