MITRE's Army Concepts to Capabilities (N213) department is seeking a skilled technical leader to support the Army division in advancing its European work program. This role will fill a critical role within USAREUR-AF as part a new 'Capabilities Integration Team' to align and operationally validate emerging capabilities - with a specific focus on technologies and capabilities across Army Program Acquisition Offices (PAEs/CPEs) and government labs research. N213 drives innovation, integration, and modernization across Army concepts, acquisition, sustainment, and theater operations. This role will focus on advancing the Eastern Flank Deterrence Initiative (EFDI) through identification of needed technologies and capability validated by successful exercises and experimentation in European and African theaters, identifying efficiency gaps, advancing digital kill chain execution, and providing operational insights to ensure acquisition programs meet soldiers' needs in active environments.

The job is a Wiesbaden DE based position; this work location is required to effectively support both project needs across a large and complex work program, fostering staff and government customer relationships and shaping the direct work program. This requisition is targeting 3rd/4th quarter FY26 execution with a follow on move date as soon as possible given NSEC level approvals. (July - August 2026)

Roles & Responsibilities:

We are seeking a highly skilled professional to join our European team supporting N213, focusing on MITRE support and leadership within the Capabilities Integration Team. This new team will be integrated within the USAREUR-AF G5 directorate of which MITRE will play a key role in the activity Identifying critical EFDI COTS and GOTS capabilities, using DOTMLPF to understand vendor gaps and determining whether capabilities are at the right stage for the right events and operationalizing and realizing the future vision of the Capabilities Requirements Integration Toolkit (CRIT). This role works across the command to synchronize experimentation analysis, technology integration, and kill chain mission engineering. This role requires a deep understanding of theater modernization objectives and collaboration across MITRE project and sponsor teams to contribute significantly to USAREUR-AF mission sets, aligning with the updated MNS strategy to address critical sponsor challenge and maximize value. The successful candidate will be responsible for the following:
  • Act as an acquisition focal point to provide awareness, relationship building, and cross-collaboration for technology systems and strategic initiatives across the European theater. Work hand in hand with our Theater teams, both Europe and the Pacific, to ensure lessons learned are being shared cross-theaters.
  • Conducting theater specific capability and technology gap analyses.
  • Performing end-to-end mission engineering and analysis for mission areas such as long-range integrated fires or non-kinetic effects kill chains.
  • Developing comprehensive and technology specific data collection and analysis plans for key exercise venues.
  • Synchronize material development and interoperability of Army systems through experimentation, prototyping, and integration activities alongside of USAREUR-AF and PAE/Acquisition.
  • Utilizing modeling and simulation data to provide informed recommendations on value of future capabilities.
  • Creating integration and analysis plans for experimental capabilities and exercise assessments, identifying data and interoperability requirements.
  • Understand and develop requirements for (Emerging) Operational Need Statements, architect and integrate technical solutions, and aid in the independent verification and validation and troubleshooting of mission-critical systems. Align material solution needs and requirements across theaters, when possible.
  • Delivering operational and technical feedback to project managers and development teams to inform program requirements and system development.
  • Engaging with CONUS-based Army Acquisition organizations, including the various relevant Capability Program Executives.
  • Collaborating with USAREUR-AF headquarters and theater stakeholders to identify optimal combination of capabilities to achieve desired effects.


You will be working in a dynamic team environment, on non-routine tasks requiring novel approaches, with the expectation of facilitating synchronization and collaboration across MITRE and sponsor project teams.

This position requires a commitment and relocation for 3 years to Wiesbaden, Germany in support of our work with USAREUR-AF. This position is physically located in Wiesbaden, Germany, and collocated with the sponsor at the U.S. Army Europe-Africa Mission Command Center on Clay Kaserne. The position offer is contingent on the candidate's qualifying for Technical Expert Status Accreditation (TESA) status.

Basic Qualifications:
  • Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
  • Bachelor's Degree in one of the following disciplines: Artificial Intelligence, Data Analytics, Operations Research, Computer or Systems Engineering, or similar technical field.
  • Proficiency in systems engineering processes, including requirements traceability, test planning, and interface definition.
  • Ability to perform system decomposition and conduct detailed analysis of complex systems.
  • Knowledge of Army and Department of War Electronic Warfare and Non-Kinetic Effects doctrine and development processes.
  • Familiarity with Department of War (DoW) and Intelligence Community data standards and request processes.
  • Experience as a Task, Group, or Outcome Lead within a complex task or project team.
  • Excellent written and verbal communication skills, with proven experience briefing senior -level sponsors (SES and General Officer).
  • Active Secret security clearance is required.
  • U.S. Citizenship required
  • This position requires a minimum of 4 days a week on-site.


Preferred Qualifications:
  • In-depth knowledge of Army doctrine, systems, and policy awareness to include major Army transformation trends (NGC2, Jailbreak, etc).
  • Active DoD Top Secret/SCI security clearance.
  • Proven experience in rapidly advancing capability development across operational and generating force communities.
  • Familiarity with industry solutions and data fabrics, advanced Electronic Warfare Systems and associated Mission Command Information Systems.
  • Hands-on experience integrating electronic warfare data into disparate network transport systems and platforms.
  • Familiarity with MITRE business and personnel management tools (Clarity, Workday, etc).
  • Experience working with Army Service Component Commands, Capability Development Integration Directorates (CDID), DEVCOM, or similar innovation centers.
  • Demonstrated ability to self-learn and adapt to new technologies.
