POSITION OVERVIEW
STi is seeking experienced Senior Program Analysts, Journeyman to support the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical and Biological Defense Programs (OASW(ND-CBD)) within the Office of the Under Secretary of War for Acquisition and Sustainment.
These professionals will provide analytical, acquisition, financial, and program management support for Cooperative Threat Reduction (CTR), treaty management, and global threat reduction initiatives. Working alongside senior Government leadership, the selected candidates will help evaluate program performance, support acquisition planning, assist with budget development, prepare executive-level briefings, and contribute to strategic initiatives that strengthen U.S. national security and international nonproliferation efforts.
The ideal candidate possesses experience supporting complex DoD acquisition or program management organizations and is comfortable working in fast-paced headquarters environments requiring strong analytical, organizational, and communication skills.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsibilities include:
• Support acquisition, program management, and strategic planning activities for Cooperative Threat Reduction and treaty management programs.
• Assist in preparing executive briefings, reports, correspondence, presentations, decision papers, and program documentation.
• Coordinate and support Strategic Governance Reviews, acquisition reviews, Program Objective Memorandum (POM) activities, executive meetings, and working groups.
• Conduct program assessments and analyze cost, schedule, performance, production, interoperability, and management metrics.
• Support Planning, Programming, Budgeting, and Execution (PPBE/PPBES) activities, including POM, Budget Estimate Submission (BES), and President's Budget documentation.
• Perform financial analysis, monitor funding execution, maintain budget tracking tools, and assist with monthly execution reporting.
• Review acquisition documentation and develop recommendations supporting program objectives and leadership decision-making.
• Assist in developing acquisition guidance, budget documentation, spend plans, funding profiles, and strategic planning products.
• Support Congressional inquiries, budget issue analysis, and preparation of leadership responses.
Conduct research, data analysis, and project assessments supporting acquisition lifecycle activities including risk analysis, cost-benefit analysis, requirements analysis, and alternatives analysis.
• Maintain awareness of evolving DoD acquisition policies, legislation, and best practices while providing recommendations to improve program execution.
• Support meetings, conferences, executive events, and Video Teleconferences (VTCs), including preparation of agendas, meeting materials, and official meeting minutes.
• Review, edit, and format reports, memoranda, briefings, and official correspondence prior to Government staffing.
• Assist with data management, data analytics, and organizational reporting requirements.
• Collaborate with Government personnel, contractor leadership, and cross-functional stakeholders to accomplish mission objectives.
• Provide analytical support for additional mission requirements related to global threat reduction, arms control implementation, treaty management, and national security initiatives as assigned.
MINIMUM QUALIFICATIONS
• U.S. Citizenship required. Active TS/SCI clearance required at the time of proposal submission.
• Bachelor's degree in engineering, business, management, public policy, international affairs, finance, scientific, technical, or related discipline; equivalent relevant experience may be substituted.
• Five (5) to ten (10) years of experience supporting Federal or DoD programs involving program analysis, acquisition support, strategic planning, or financial analysis.
• Experience conducting program assessments, research, and analytical studies supporting Government decision-making.
• Demonstrated experience applying analytical methodologies to evaluate program performance and support organizational objectives.
• Experience supporting acquisition management, budget execution, or program management activities.
• Strong organizational skills with the ability to manage multiple priorities in a fast-paced headquarters environment.
• Excellent written and verbal communication skills, including preparation of executive-level reports, briefings, and correspondence.
• Ability to work effectively with Government leadership, program managers, technical personnel, and cross-functional teams.
• Experience mentoring or providing task guidance to junior staff members.
PREFERRED QUALIFICATIONS
• Experience supporting the Office of the Secretary of Defense, OUSD(A&S), DTRA, Joint Staff, Combatant Commands, or other DoD Headquarters organizations.
• Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
• Experience supporting Program Objective Memorandum (POM), Budget Estimate Submission (BES), or President's Budget development.
• Familiarity with DoD acquisition lifecycle management and Adaptive Acquisition Framework principles.
• Experience supporting Cooperative Threat Reduction (CTR), nuclear deterrence, arms control, treaty implementation, chemical or biological defense, or global security programs.
• Experience developing executive briefings for Senior Executive Service (SES), Flag Officers, or other senior Government leaders.
• Knowledge of DoD financial management, budget execution, and acquisition information systems.
• Experience working within classified headquarters environments.
WORK ENVIRONMENT
• Primary work locations include Falls Church, VA; Alexandria, VA; Fort Belvoir, VA; and the Pentagon.
• Primarily on-site supporting a high-visibility Department of Defense headquarters organization.
• Standard work schedule is Monday through Friday during normal Government business hours.
