POSITION OVERVIEW
STi is seeking experienced Senior Program Analysts to support the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical and Biological Defense Treaties and Global Threat Reduction (OASW(ND-CBD)).
This highly visible position provides senior-level analytical, acquisition, program management, and advisory support for Cooperative Threat Reduction (CTR), treaty management, and global threat reduction initiatives supporting the Office of the Under Secretary of War for Acquisition and Sustainment.
The ideal candidate possesses extensive experience providing executive-level program analysis, strategic planning, acquisition support, PPBE expertise, and analytical assessments within the Department of Defense. This role requires a proven ability to evaluate complex programs, develop policy recommendations, support senior leadership decision-making, and provide technical guidance across multiple national security mission areas.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsibilities include:
• Provide senior analytical support for Cooperative Threat Reduction (CTR), treaty management, and global threat reduction programs.
• Conduct assessments addressing program cost, schedule, performance, risk, and acquisition execution to support senior leadership decision-making.
• Support Planning, Programming, Budgeting, and Execution (PPBE) activities, including POM, BES, President's Budget, and funding execution analysis.
• Develop executive briefings, decision papers, issue papers, reports, presentations, and strategic recommendations for DoD leadership.
• Analyze acquisition documentation and provide recommendations to improve program execution, business processes, and operational effectiveness.
• Support acquisition planning, lifecycle management, requirements analysis, risk assessments, cost-benefit analyses, and analyses of alternatives.
• Assist with development and implementation of acquisition guidance, policies, Standard Operating Procedures (SOPs), and business improvement initiatives.
• Monitor program funding, budget execution, financial performance, and resource planning while preparing recurring financial and execution reports.
• Coordinate executive meetings, governance reviews, acquisition reviews, conferences, and strategic working groups, including meeting materials and official documentation.
• Provide technical and analytical support related to international treaty implementation, arms control, nuclear nonproliferation, chemical and biological defense, and global threat reduction activities.
• Collaborate with senior DoD leadership, Defense Threat Reduction Agency (DTRA), interagency partners, and other Federal stakeholders.
• Mentor junior analysts and provide technical leadership on complex analytical efforts, methodologies, and project execution.
MINIMUM QUALIFICATIONS
• U.S. Citizenship required. Active TS/SCI clearance required.
• Bachelor's degree in engineering, science, technical, management, or a related discipline (or equivalent relevant experience).
• Demonstrated experience supporting senior DoD organizations within a headquarters or staff environment.
• Experience conducting complex assessments and analyses addressing cost, schedule, performance, and program execution.
• Extensive experience developing and applying analytical methodologies to support strategic decision-making.
• Ability to lead analytical efforts while defining project objectives, priorities, and strategic direction.
• Demonstrated experience preparing executive-level briefings, reports, and recommendations for senior Government leadership.
• Strong leadership, communication, organizational, and stakeholder engagement skills.
• Ability to supervise, mentor, and provide technical direction to junior analysts and project staff.
PREFERRED QUALIFICATIONS
• Master's degree in a related discipline.
• 10+ years of experience supporting Department of Defense acquisition, program management, or strategic analysis initiatives.
• Experience supporting OASW(ND-CBD), DTRA, the Office of the Secretary of Defense, Military Department Headquarters, or similarly complex Federal organizations.
• Experience supporting Cooperative Threat Reduction (CTR), treaty management, arms control, nuclear deterrence, nonproliferation, or chemical and biological defense programs.
• Working knowledge of DoD acquisition lifecycle management, PPBE processes, budget formulation, and Congressional reporting.
• Experience developing acquisition strategies, policy guidance, executive communications, and strategic program documentation.
WORK ENVIRONMENT
• Primary work locations include Falls Church, VA; Alexandria, VA; Fort Belvoir, VA; and the Pentagon in Washington, DC.
• Standard work schedule is Monday-Friday, 8:00 AM-5:00 PM, excluding Federal holidays.
• Primarily on-site in a high-visibility Department of War headquarters environment supporting senior Government leadership.
• Limited telework may be authorized based on mission requirements and Government approval.
