Job Description
Modern Technology Solutions, Inc. (MTSI) is hiring a Program Management Specialist in Washington, DC. Qualified candidates must have an active Secret security clearance and ability to obtain a DHS High-Risk - Public Trust.
Responsibilities:
• Provide logistics support to the Customs and Border Protection (CBP) Air and Marine Operations (AMO) Unmanned Aircraft System (UAS) Program Office.
• Work closely with the Senior Program Management Specialist to develop, implement, and sustain optimal logistics and maintenance processes in support of CBP's expanding MQ-9 long range UAS program.
• Provide aviation logistics and maintenance expertise to enable the program office to plan and implement effective sustainment processes in support of existing and new aircraft operating at multiple sites in the United States and overseas.
• Conduct logistics planning, coordinate the execution of logistics processes, integrate wholesale and retail logistics, research and evaluate sustainment options, and integrate stakeholder efforts to ensure support of the current fleet, as well as the successful fielding of new MQ-9 systems.
• Identify, analyze, and evaluate the logistics support requirements for UAS operations to include facilities, training, technical manuals, spare parts, support equipment, and maintenance requirements.
• Perform requirements analysis and traceability, conduct market research, prepare draft acquisition documents, establish and implement program plans and milestones, track program schedules, correspondence action items, and financial reports.
• Establish and implement program plans and milestones.
• Formulate and execute logistical support plans.
• Identifies and analyzes inefficiencies in logistics workflows, recommending solutions to optimize operations and reduce costs.
• Ensures receipt of assets; ensuring timely delivery and proper documentation for items ordered or returned from maintenance.
• Plans and implements processes to ensure accurate tracking, accountability, and reporting of all assets throughout their lifecycle.
• Generate and track program schedules, correspondence action items, and financial reports.
• Maintain database programs to support logistics efforts, track Government Furnished Equipment (GFE) and maintain associated documentation.
Qualifications Required:
• 8 years of relevant experience in aircraft systems, logistics or maintenance.
• Requirements Analysis and Management experience.
• Prior experience in government programming, planning and budgeting.
• Effective communication and presentation skills, both oral and written.
Education Requirements:
• Bachelor's degree in Management, Engineering, or Logistics
• DoD (or DHS equivalent) Acquisition Workforce Improvement Act (DAWIA) certifications in Level II in Program Management or Level III in Career Field Life Cycle Logistics.
Clearance Requirements:
• Have an active Secret security clearance and be able to obtain a DHS High-Risk - Public Trust.
Travel Requirements:
• Occasional travel within the United States may be required.
